President Karol Nawrocki decided to veto the amendment to the Animal Protection Act, which was to introduce a ban on keeping dogs on tethers and new standards for kennels. He also announced that will present its own bill on this matter.

In the president's opinion, although the purpose of the act was right, its provisions could worsen the situation of animals, and he considered the proposed standards for pens unrealistic.

According to a survey conducted by SW Research commissioned by Onet, Poles are clearly divided in their assessment of Karol Nawrocki's veto.
37.4% of voters expressed support for the president's decision. respondents, while 38.7 percent respondents do not agree with his position.
The remaining 23.8 percent respondents were unable to clearly assess this decision.
The SW Research survey was conducted on December 9-10, 2025 using the online interview method (CAWI – Computer-Assisted Web Interview) on the SW Panel online panel. 813 adults took part in the study, and the sample was representative in terms of gender, age and size of the place of residence.
Political consequences of President Karol Nawrocki's veto
The president's decision was criticized by government representatives, including Prime Minister Donald Tusk. In the opinion of the head of government, vetoing the bill may negatively affect the situation of animals in Poland.
