Almost 100 elderly people were relocated from the premises of a nursing home in Timiş. “They were in inhumane conditions” / ANAF was also reported for tax fraud

The National Agency for Payments and Social Inspection (ANPIS) announces that, in total, 90 elderly people have been relocated from two spaces of the “Casa Ana” Center in Timiș County, nine people being hospitalized. The elderly were found in inhumane conditions, some sitting on mattresses placed directly on the floor, and others even in the basement, without light or heat. They reported that they do not receive adequate food and water. ANPIS shows that a criminal report was made, but also to ANAF, for tax fraud.

The County Agency for Payments and Social Inspection (AJPIS) Timiş made several checks at addresses in Timiş county, as a result of a notification received, on the evening of December 4, which complained of bad treatment applied to some beneficiaries of the social service “Casa Ana” nursing home of the service provider SC Schwabenhause Diana SRL, from the village of Lenauheim.

On December 5, the social inspectors found that 56 beneficiaries were accommodated in the center, although it had the capacity of 54 people, according to the operating license. At the same time, several beneficiaries were found in particularly serious situations: tied to the bed, fallen on the floor, uncooperative, partially clothed and with traces of hives and wounds. During the discussions, other beneficiaries accused that they are not provided with food and water, News.ro reports.

During the control, more than 20 files were found with valid identity documents, pension coupons of some beneficiaries who were not identified in the center, there being the suspicion that they could be accommodated in other premises of the same provider.

“Due to the seriousness of the facts found, the social inspectors established that the fundamental rights of the beneficiaries were violated, endangering their lives, and ordered the withdrawal of the operating license in an emergency regime, as well as the relocation of the beneficiaries to other social services or their reintegration into their families. Also, the provider was sanctioned with the complementary measure of banning the development of social services for three years, as well as with a fine of 80,000 lei”, ANPIS said.

Irregularities found even after the first sanctions

On Wednesday evening, a team consisting of three social inspectors went again to the headquarters of the “Casa Ana” Social Service Home for the Elderly, to check the status of the relocation process of the elderly.

“The control team found that out of the 56 beneficiaries initially existing in the center, only 42 were relocated, not being able to provide clear proof of the place where they were relocated. Connecting this set of facts and based on some information received, another control team of AJPIS Timiş, together with the executive director, went to the town of Cenad, together with a police crew, where they identified 76 people, part of them coming from The home for elderly people “Casa Ana” in the commune of Lenauheim, housed illegally, at an address where no social service was licensed,” ANPIS reported.

And at this address, people were found housed in inhumane conditions, who were placed on mattresses at ground level, in bunk beds, on sponges placed on the floor, with very dirty and damaged linens.

“The elderly were accommodated in all spaces, including the hallways, the kitchen, the dining area. In the basement of the building, there were 3 elderly, immobile, immobilized on a mattress that occupied the entire space, without sources of light and heat. Moreover, all the windows were covered and blocked to obstruct the exit of the elderly from the premises. There was an unbearable smell inside, the spaces being unventilated. All these elderly they were supervised by only 4 people”, mentioned the quoted source.

Some of the elderly reported that they were taken from the Home for the elderly “Casa Ana”, crammed into a car with a tarp, and others had been in that space for a longer time.

According to ANPIS, the elderly were not fed properly, some being in a degraded state of health.

As a result, considering the inhumane conditions, the elderly being effectively deprived of freedom and hungry, the AJPIS Timiş team called the emergency number 112 and requested a medical team to assess the health status of the beneficiaries.

Also, the support of the prefect of Timiş county was requested, who urgently convened the CJSU Timiş, being issued Decision no. 8 by which several measures were ordered, including the relocation of 90 people, identified in the two spaces.

Thus, 40 people at the Home for the elderly “Art Senior” in Timisoara, 25 people at the Home for the elderly “Graceful Living” in Foeni, 6 people at the Home for the elderly “Casa Adam Muller Gutenbrun” in Timişoara, 5 people at the Home for the elderly “Casa Adam Muller Gutenbrun” in Bacova, 5 people at the Home for the elderly Comloşu Mare.

In addition, following the evaluations of the SAJ Timiş and ISU Timiş crews, it was decided to transfer and admit 9 people to hospitals in the county, and after they will be discharged, they will be taken over by the social services of DGASPC Timiş.

According to ANPIS, the financing of the services will be carried out by the Timiş County Council, based on the provisions of the legislation in force, in emergency situations, the monitoring of the situation will be done by AJPIS Timiş, DSP Timiş, DGASPC Timiş.

“Also, ANPIS ordered the notification of the competent bodies for acts of a criminal nature, as well as the National Tax Administration Agency for the verification of suspicions of tax fraud.
