Criminal cases of ex-adviser to the mayor and ex-vice mayor were investigated in Krasnoyarsk

The investigation of criminal cases against those accused of exceeding official powers of the former Advisor to the head of Krasnoyarsk Artur Harutyunyan, former deputy head of the city – head of the municipal management department Yuri Savin and ex-head of the municipal management company “Krasnoyarsk” Vladimir Kruglyanin. This was reported to the Main Investigative Directorate of the Investigative Committee for the region.

The investigation established that in September 2023, an electronic auction was held for the sale of three real estate properties on Tekhnologicheskaya Street in the city of Krasnoyarsk, as a result of which Asphalt Concrete Plant JSC was recognized as the winner. In November 2023, two purchase and sale agreements for the specified real estate worth more than 4.5 million rubles were concluded between him and MUK Krasnoyarskaya, on the basis of which the buyer made payment.

“However, in November-December 2023, out of personal interest, the adviser to the head of the city gave an illegal instruction to the head of the city department to evade the transfer of real estate to the buyer and the termination of sales contracts. Acting under his leadership, the head of the municipal affairs department and the acting director of the municipal enterprise illegally terminated the purchase and sale agreement unilaterally, which resulted in a significant violation of the rights of the organization, which is a bona fide buyer,” the Investigative Committee said.

The former adviser to the head of the city of Krasnoyarsk was taken into custody; a preventive measure not related to imprisonment was chosen against the other two defendants. Depending on the role of each, they are accused of committing crimes under Part 3 of Art. 33, pp. “g”, “e” part 3 art. 286, pp. “g”, “e” part 3 art. 286 of the Criminal Code of the Russian Federation (exceeding official powers, committed by a group of persons, out of other personal interest).

Currently, the investigation has collected a sufficient evidence base. Criminal cases are sent to the prosecutor's office for approval of indictments and subsequent transfer to court for consideration on the merits.
