The incident took place shortly after 8am on Sunday when two women were allegedly robbed of their suitcases after exiting the lift of the multi-storey car park inside the airport's Terminal 3 building.

The alleged robber then sprayed them with a substance believed to be pepper spray, which also affected other people nearby.

Armed police intervened and initially arrested a 31-year-old man, suspected of robbery and assault, near the scene. He has been released while the investigation continues.

Later, a 24-year-old man from Lambeth (London) was arrested on suspicion of robbery and assault, and a 23-year-old woman on suspicion of conspiracy to commit robbery, the Metropolitan Police announced.

The two remain in police custody.

The London Ambulance Service attended the scene and treated 21 people, including a three-year-old girl, who had been touched by the noxious spray in the multi-storey car park. Five people were transported to the hospital. Their injuries are not considered serious or life-threatening. All the victims were discharged.-

The London Fire Brigade also attended the scene, a spokesman said.

There were disruptions to train and tube services, with some delays on the Elizabeth and Piccadilly lines, as well as queues for drivers coming from the M4 due to police vehicle checks.
