Among those who ran for the position of general mayor of Bucharest was a football player, Gigi Nețoiu, former manager or investor at Rocar, Craiova University, Dinamo and FC Voluntari. He got a tiny number of votes, far below that of a candidate who withdrew from the race a few days before the election!
On November 7, Gigi Nețoiu announced that he will run for the seat of general mayor of the Capital. He did it with pomp, in an event attended by almost 200 close people, including Mircea Dinescu.
“Based on the experience I have in Bucharest, staying in Bucharest for 45 years, I think I can do some things for the people and their interests,” Nețoiu said at the time.
He was confident that he would be able to convince the citizens of Bucharest to “stamp” him, but the result he obtained is catastrophic.
How many votes did Gigi Nețoiu get at the Capital City Hall: surpassed even by a candidate withdrawn from the race
After counting over 99% of the precincts*, the conclusion is that Nețoiu gathered just over 1,000 votes, being the eighth of the 17 candidates found on the ballot.
Stinging for Nețoiu is that he could not even beat Eugen Teodorovici, a candidate who officially withdrew from the race 4 days before the elections! He got about 500 more votes.

*After counting 1,279 wards out of a total of 1,289, Nețoiu had 1,098 votes, and Eugen Teodorovici 1,599.
The winner of the elections was Ciprian Ciucu, the mayor of Sector 6, who ran on behalf of the PNL. Ciucu is the only one who passed 200,000 votes. The podium was completed by Anca Alexandrescu (AUR) and Daniel Băluță (PSD).
Gigi Nețoiu, ironic: “And this time you made the best choice”
Nețoiu anticipated the result more than two hours before the polls closed. On his Facebook page, he wrote an ironic message:
Dear citizens of Bucharest, rest assured that once again you have made the best choice for the Capital City Hall. We have the best President, Mr. Nicușor, we have the best Prime Minister, Mr. Bolojan, and now you have elected the best Mayor, Mr. Ciucu! Happy holidays and may all your wishes come true!
Tomorrow you will receive a congratulatory message from Mr. President Nicușor directly from Paris! May my good thoughts accompany you in everything you desire!
CNSAS: “We received a file from which it appears that Nețoiu was an officer of the Security”
Before the elections, the National Council for the Study of Security Archives reported that it had received evidence from which it follows that Nețoiu was a member of the Security of the Municipality of Bucharest in the period 1985-1989. CNSAS explained that it is verifying this hypothesis and that it will communicate the result of the investigation:
For Mr. Nețoiu Gheorghe, born on 01.08.1959, candidate for the position of general mayor of the Municipality of Bucharest, CNSAS received on 25.11.2025, new and unprocessed information, respectively, a staff record sheet, from which it follows that he was a staff member of the Security of the Municipality of Bucharest in the period 1985-1989. The verifications provided for by GEO 24/2008 are being completed, and their results will be communicated to the public as soon as possible.
