Krasnoyarsk residents were told about the priority areas of the regional budget for 2026-2028

Today, December 4, at the session of the Legislative Assembly, deputies unanimously supported the draft budget of the Krasnoyarsk Territory for the next three years. This was reported by the regional Ministry of Finance.
The main financial document passed the second and final reading. The budget was adopted taking into account the government amendment, which was presented by the Deputy Chairman of the Regional Government – Minister of Finance Vladimir Bakhar. He reported on the item-by-item distribution of resources and key changes for the second reading.
Additional federal funds made it possible to increase the main parameters by 56.2 billion rubles: in 2026 – by 2.9 billion rubles, in 2027 – by 7.1 billion rubles, in 2028 – by 46.2 billion rubles. An increase in federal funding is provided for in almost all key areas – social support, healthcare, education, culture, sports and a number of sectors of the economy.
“The adopted budget reflects the consolidated position of all participants in the budget process. The main financial document of the region is formed in such a way as to provide resources for federal tasks and priorities identified by the governor. At the same time, we maintained a balanced budget and directed resources to where they will have the greatest effect to improve the quality of life,” said Vladimir Bakhar.

The budget retains a strong social orientation. An additional 35.6 billion rubles will be allocated for the activities of national projects over the three-year period, and 7.7 billion for the social policy sphere. In education, an additional 7.7 billion rubles will be spent on payments for classroom management, providing schoolchildren with hot meals, as well as updating the infrastructure of colleges and technical schools.
In healthcare for 2026-2028, plus 7.6 billion rubles are provided for preferential drug coverage, modernization of primary care, development of pediatric medicine and renewal of the emergency medical care fleet.
In the sports industry, more than 1.5 billion rubles of federal funds will allow the construction of two large facilities: a multifunctional complex for adaptive sports and the third stage of a regional rugby center. More than 500 million rubles for three years were additionally reflected in the cultural sector.
Significant additional resources are allocated to the environment – over 7.5 billion will be spent on implementing a program to reduce emissions and modernizing infrastructure in the region’s core cities.
In forestry, the volume of federal funding in 2026-2028 was increased by 4.6 billion rubles. The Federation added 12.6 billion rubles for three years for the development of transport and the road network, and 2 billion for the modernization of communal infrastructure and the creation of a comfortable urban environment.
For 2028, 0.8 billion rubles of federal funds are provided under the quadripartite agreement on the socio-economic development of Norilsk. In addition, the volumes of funding in other areas are being clarified, including the development of Arctic territories, housing, the agro-industrial complex and informatization.
Due to the redistribution of the region's own funds, the government's reserve fund has been increased. Its volume is 10 billion rubles for 2026.
The approved parameters of the regional budget for 2026: revenues – 452.3 billion rubles, expenses – 527.4 billion rubles. Sources of financing the deficit are fund balances at the beginning of the year and Treasury infrastructure loans.
