In Sector 4, the Băluță family owns 3 houses, located next to each other. The most recent one was completed in the last year. It is the house that appears in the electoral clip filmed by the PSD candidate, when he introduces himself “at his home”. The building and one of the plots that make up the courtyard were bought by the mayor's brother from Elvis Lucian Coneac, the shareholder of Cria General Construct, a company that wanted to build a 6-storey block in Sector 4.

  • The transaction between the Cria shareholder and Băluță's brother took place on August 19, 2024. On the same day, Daniel Băluță, as the initiator, proposed the PUD approval project (Detailed Urban Plan) for the construction of the Cria block. Real estate development has been approved.
  • It was not the only large investment of the family, which does not appear in the mayor's statement, because the politician is not legally obliged to declare. In 2023, Daniel Băluță's parents, both retired from the state, bought 8 apartments in a block belonging to the family of Robert Negoiță, the mayor of Sector 3.

In the declaration of wealth, Daniel Băluță has passed his wife's inheritance, plus a land and a house donated to his daughter. The substantial wealth, however, is in the names of the relatives of the mayor of District 4, reveals an investigation carried out by the independent publications Snoop and Public Record.

More precisely, the mayor's retired parents, both former state employees, and Daniel Băluță's brother have apartments, land and houses bought for over one million euros and properties valued at over 1.5 million euros.

For example, the mayor's mother and father, pensioners Florica, 74, and Marin Băluță, 76, bought on the same day, December 21, 2023, eight apartments, including a penthouse, in the building of the former RIN hotel, now converted into a block of flats. The RIN group is owned by the family of the PSD mayor of Sector 3, Robert Negoiță.

Băluță's family developed a complex, consisting of 3 villas and several plots of land, in a small area of ​​houses tucked among the blocks of the Berceni neighborhood, in Sector 4, whose mayor he has been since 2015.

The first villa, which we will number V1is the first house of the Băluță family, bought in 1998. It is currently in the name of Sergiu Băluță, the younger brother, a donation from his parents, Marin and Florica.

The house has 471 square meters, mezzanine, ground floor and two floors. According to the documents, it had only one floor and was elevated in 2013.

The house has, after improvements, a floor and an attic (222 sq.m. unfolded), and a second construction is presented as a 55 sq.m. “greenhouse + pool”.

The two donations were valued at around 350,000 euros (V1) and 200,000 euros (V2).

Behind the two buildings, on a parallel street, there is also a third one, V3which is the newest house. The mayor of Sector 4 lives in it.

Even the mayor admits this in a video from the current campaign, in which he says that “today is Sunday, I invited my mother, I invited my brother (…) to our house”. In the election clip, he appears in front of the new 125 square meter house.

The house is built on one of the two plots bought, in 2023 and 2024, by Sergiu Andrei Băluță, the mayor's brother. Now the two form a single address.

The first land was purchased on May 4, 2023, from the company Q & C Group SRL. The owners appear to be brother Sergiu Băluță and his wife, the sister-in-law of mayor Băluță.

The prices of the two plots total almost 400,000 euros (the first approximately 202,000 euros and the second -191,000 euros).

On August 19, 2024, the mayor Daniel Băluță initiated a draft decision for the approval of the Detailed Urban Plan (PUD) for a 6-storey building in Sector 4.

The project was controversial. “Several citizens and owners' associations, from the neighborhood, submitted observations and complaints to the City Hall in relation to this PUD”, wrote HotNews in 2024. And it named the beneficiary of the PUD: Cria General Construct SRL.

Cria is the same company that owned the land sold to the Băluță family through its associate.

Neighbor complaints? “An indescribable crowd for all the inhabitants.” The block was to be built among other blocks in the Tineretului neighborhood.

On August 27, 2024, in a meeting of the District 4 Local Council, local councilor Marian Onicel (USR) stated that “the residents of the area are very angry” and that “they tried to enter, ask questions, and were answered in jest”. He called the project “blocks between blocks.”

He was answered by the public administrator Andrei-George Trocan, the one indicated by the mayor Băluță as his possible replacement if he is elected general mayor on December 7.

“I understand! I can't help but notice that you voted against all draft resolutions regarding, for example, school upgrades, so your agenda regarding development in general is clear,” said Andrei Trocan, S4 public administrator.

The project initiated by Băluță passed with 19 votes for and 5 against. A success for Cria and a big step, especially for someone else.
