Pension indexation in 2026. The Deputy Minister of Family has a new idea


In 2023, the indexation reached 14.8 percent, in 2024 12.12 percent, and in 2025 5.55 percent. The reason is simple – inflation is decreasing and with it the growth rate of pension benefits.

With such valorization the minimum pension would increase from PLN 1,878.91 to PLN 1,970.60 gross, while the lowest pension for partial incapacity for work would increase from PLN 1,409.18 to PLN 1,477.95 gross. The thirteenth and fourteenth pensions will also be higher – in 2026 they will amount to the same as the minimum pension, i.e. PLN 1,970.60 gross. Thirteen-year-olds will receive the full amount of benefits to all persons entitled to benefits, while for fourteen-year-olds there is a limit of PLN 2,900. This means that after indexation, fewer seniors will qualify for the full amount of the supplement, which partially offsets the effect of the increases.

The government has emphasized from the beginning that in a situation of low inflation, there will be no second indexation – it is launched only when the price index exceeds 5%. For now, there is no threat of such a scenario. Therefore, the Ministry of Family is looking at mechanisms to avoid the so-called penny indexation in subsequent years.
Deputy Minister of Family Aleksandra Gajewska explains that the preferred solution is to increase the share of wage increases in the indexation mechanism. In practice this would mean adoption of a higher than statutory 20 percent real increase in average salary when calculating pay increases. Such action would allow for flexible adjustment of the indicator to socio-economic conditions and could be introduced both as part of negotiations at the Social Dialogue Council and as part of a regulation of the Council of Ministers, without the need for statutory changes.

When working on the draft budget for 2026 the ministry tried to take into account as much as 35% when calculating indexation. real wage growth, which could increase pensions by more than 5%. Ultimately, the government did not decide to take such a step, waiting for the final Central Statistical Office data on inflation and wage growth.
The Parliament is finalizing work on next year's state budget, and everything indicates that the law will be passed in December. PLN 55 billion is allocated for indexation of the thirteenth and fourteenth notes. Although the amount is huge, it involves the smallest increase in benefits in years, and at the same time, the growing 13 and 14 pensions are an important element mitigating the effects of low inflation.
For many seniors this means that although basic benefits will increase only slightly, additional benefits will still constitute a significant part of income. At the same time, the government is opening the door to modifying the indexation mechanism in the event of a change in the economic situation, which may in practice increase price increases in the following years. In the coming months, the administration's decisions will be crucial for the financial future of Polish retirees and pensioners.
