Krasnoyarsk confirmed its high credit rating

The Expert RA rating agency confirmed the credit rating of the city of Krasnoyarsk at the ruA+ level. The mayor's office spoke about this.

The credit rating of Krasnoyarsk was assigned according to the Russian national scale and is long-term. The resulting rating reflects a high level of economic development, demographic development, low unemployment, a comfortable level of investment climate and budget balance, as well as a strong debt position.

Over the first 9 months of this year, city revenues increased by 8.9% compared to the same period in 2024. At the end of 2025, the city expects revenues in the amount of 70.1 billion rubles, tax and non-tax revenues will increase by 8.1% compared to 2024, but their share in revenues will decrease to 55.7% against the backdrop of rapid growth in interbudgetary transfers.

“Over the first 9 months of this year, the city’s expenses increased by 13.4% compared to the same period in 2024. At the end of 2025, the expected expenditures will be 72.7 billion rubles, a little more than two-thirds of the expenditures will be in the social sphere,” experts say.

Experts also noted the city’s low debt burden. As of January 1, 2025, Krasnoyarsk’s debt decreased by 24% compared to the previous reporting date due to the repayment of part of bond and bank loans and amounted to 4.6 billion rubles.

The rating confirmed a stable outlook, which reflects the expectations of specialists regarding the city’s ability to maintain budget balance indicators and implement a balanced debt policy.
