Deputy Minister of Economy Tomasz Lewandowski, responsible for housing issues in the ministry, is working on the details of the project. Left politicians have not yet revealed the exact tax rates, but the cadastral tax is usually between 1 and 2 percent. real estate values. RMF FM also reports that the new fee, calculated on the basis of the value of the property, would apply to owners who own at least three apartments or houses.

The proposal is to be addressed directly to the Sejm, which means that it will not be a government project.

The liquidation of the Church Fund is back on the agenda
It is not only the cadastral tax that will raise discussions in the Sejm and the government itself. The Left also intends to raise the issue of liquidation of the Church Fund again. Previously, a similar project was submitted as a government initiative, but it was not included in the list of works of the Prime Minister's Office. This time, the project is to be presented as a parliamentary initiative, which will allow it to be directly considered by the Sejm.

RMF also draws attention to a number of problems the Left will have in pushing through its ideas. Even if it obtains a parliamentary majority, there is still the matter of the president's signature.
During the campaign, President Karol Nawrocki announced that he would not sign any laws increasing taxes. It is also difficult to imagine that the head of state would support a proposal that could cause anticlerical controversy, notes the radio station.
What is cadastral tax?
Cadastral tax is a type of real estate tax. It is paid on the value of the property, not on the usable area. This is the main difference. Currently, the tax on residential real estate, i.e. apartments and houses, is low – the maximum rate is PLN 1.19 per 1 square meter of usable area. For example, for a 50-square-meter apartment, the owner pays PLN 59.5 per year, or less than PLN 15 per quarter.
Entrepreneurs pay much more – in their case, the rate per 1 square meter is almost 30 times higher (a maximum of PLN 34). Moreover, in the case of buildings, entrepreneurs already pay cadastral tax, i.e. on the value (the rate is 2%).
Property tax is paid by owners regardless of what happens in these properties. Therefore, both owners of apartments, houses and vacant properties, as well as landlords, pay. Only the latter can economically transfer the burden of this tax to tenants. Entrepreneurs can do the same, although they (as the only ones) can also include the cost of real estate tax in their income tax deductible costs.
Therefore, it is not true that owners of vacant properties do not pay real estate tax. Even if the apartment is empty, they also have to pay rent on it (the exception are the so-called rent-free apartments and houses – then there is no rent, but you have to pay tax).
