Alert level CHARLIE. PKP suspends an important service

PKP Intercity announced the temporary suspension of the service of sending conductor parcels on its trains. The decision enters into force on Saturday, November 22, and is valid until further notice. The reason is that the Prime Minister has introduced the third CHARLIE alert level, which is a reaction to recent acts of sabotage against the railway infrastructure.
“As of November 22, in connection with the decision of the Prime Minister of the Republic of Poland of November 19, 2025 to introduce the third CHARLIE alert level, the conductor parcel transport service is suspended until further notice,” the PKP Intercity press office informed.

CHARLIE alert level and diversion on Polish tracks
The introduction of a higher alert level is a response to two serious incidents that occurred last weekend. On Saturday, two Ukrainian citizens, cooperating with Russian services, blew up a section of tracks on the Warsaw-Dorohusk railway route. in the town of Mika in Masovia.
On Sunday, near the Gołąb station in the Lublin regiondamage to approximately 60 m of power traction forced the train carrying 475 passengers to suddenly brake.

PKP Intercity explains that the suspension of the conductor shipment service is due to the need to ensure a higher level of security in the face of terrorist or sabotage threats. The company emphasizes that entities managing critical infrastructure are obliged to implement additional risk minimization measures.
However, it is worth noting that the suspension does not apply to shipments containing life-saving drugs, blood products or biological materials transported under special contracts.
CHARLIE alert level in Poland. What does it mean? Until when is it valid?
The third alert level CHARLIE, introduced on November 19, will remain in force until February 28, 2026, 11.59 p.m. During this time, PKP Intercity and other entities related to critical infrastructure will operate according to stricter security procedures.

Pursuant to the Act on Anti-Terrorist Activities, in the event of a terrorist event or threat of such an event, one of four alert levels may be introduced:
- ALPHA,
- BRAVO,
- CHARLIE,
- DELTA.

However, in the event of a threat of a terrorist event affecting the ICT systems of public administration bodies or ICT systems included in critical infrastructure – one of the four CRP alert levels may be introduced:
- ALFA CRP,
- BRAVO CRP,
- CHARLIE CRP,
- DELTA CRP.
Alert levels are primarily a signal for public services and administration to be particularly vigilant.
