Russia has adopted a law on vocational education for ninth-graders who have not passed the State Examination Test.

Deputies of the State Duma adopted in the second and third readings a law granting the right to ninth grade graduates who have not passed the State Examination Test to receive free vocational education in blue-collar professions and office positions.
Interfax writes about this, citing an explanatory note law.
The deputies noted that this initiative will resolve the issue of situations where a teenager who does not successfully pass the state exam loses almost a year before retaking it, which could have been used to obtain a qualification.
According to the adopted law, students will be able to study in vocational training programs with qualification grades from 1 to 4.
The law will come into force on January 1 next year.
