How much the Chamber of Deputies paid for the business cards of some deputies this year. The company that makes them, contracts of hundreds of thousands of lei and with other institutions

29 deputies from the current Parliament received personalized business cards in recent months, paid for from the budget of the Chamber of Deputies, according to a response received by HotNews from the institution's representatives. Among the MPs who received paid business cards are Sorin Grindeanu (president of the Chamber of Deputies, PSD), Diana Buzoianu (also Minister of the Environment, USR), Dan Tanasă (AUR) and Raluca Turcan (PNL).

  • The company that makes business cards for deputies, SC Euroinfo Design SRL, has dozens of contracts with institutions of the Romanian state: “I also work with private companies, in the vast majority, but I also work with state institutions. I work with many state institutions, it would be easier for me to list who I don't work with”, said, in a dialogue with HotNews, the representative of the company, Daniela Făgăraș.

The current deputies took office in December of last year. In September of this year, USR deputy Radu Mihaiu published a post on Facebook in which he said that parliamentarians receive business cards “with gold leaf”, settled with public money. The Chamber of Deputies then denied that the materials are made with “gold leaf”.

HotNews requested more details from the Chamber of Deputies about who can benefit from such business cards, their cost, the list of MPs who received business cards and the company that makes them.

Who are the parliamentarians who can ask for business cards paid for with public money

The Chamber of Deputies claims that for the “proper fulfillment of the customs of representation in diplomatic relations” deputies who have management positions can benefit, on request, from the “business card making service”: either in the management of the Chamber of Deputies, such as its president, or committee presidents.

The Chamber of Deputies has 25 committees, so 25 presidents: “They are settled exclusively for the members of the Permanent Bureau of the Chamber of Deputies, the leaders of the parliamentary groups and the presidents of the parliamentary committees”, claim the representatives of the Chamber of Deputies in a response to HotNews.

“The other members of the Chamber of Deputies, who do not fall into the categories mentioned above, pay for this service from their own funds,” the institution states.

The price of a business card varies. The lowest price: 2.66 lei / piece, 3 times higher than in the open market

The business cards “are not made with gold foil, but with gold foil”, states the Chamber of Deputies, which adds: “It is specific to a standard printing process of premium finishing, widely used in the print industry. The application of the foil is done using a metal mold specially created with the graphic elements requested by the Chamber of Deputies”.

“The cost of a personalized business card with gold foil varies between 2.66 lei and 3.03 lei/piece with VAT included, depending on the type of cardboard used,” according to the institution.

“For a unified visual identity, there is a standardized model. In this sense, business cards include elements of institutional personalization and graphic standards for creating the coat of arms. They are embossed (the elements are highlighted in relief) and are printed on both sides”, stated representatives of the Chamber of Deputies.

HotNews compared the prices offered per piece by several companies on the open market. None of the websites that customize business cards charge more than 1 leu a piece. On one of these sites, the most expensive price for a business card, presented as premium, is 0.74 lei/piece, and the cheapest 0.42 lei/piece.

On another site where you can buy business cards, the price differs depending on the number of business cards ordered. For 100 pieces, a two-sided business card costs 0.75 lei/piece. On another site, when purchasing 200 double-sided and laminated business cards, the cost is 0.64 lei/piece.

The company that makes MPs' business cards won at least 26 direct purchases with Romanian state institutions in 2025

The Chamber of Deputies has a contract with the company SC Euroinfo Design SRL for the production of business cards of the deputies.

“The contract with the mentioned company was awarded following a public procurement procedure, based on a specification that establishes in detail the graphic elements and the characteristics of the cardboard used. The contract is concluded for a period of 1 year, i.e. until 31.12.2025,” reads the response sent to HotNews.

SC Euroinfo Design SRL had in 2025, until the time of documenting this article, a total number of 26 contracts obtained through direct purchase with several state institutions, according to the data made available by termene.ro.

The institution that has the most contracts with this firm this year is the Ministry of Foreign Affairs (MAE): 20 contracts for business cards, badges, bags, advertising materials, display boards and others. From these contracts, SC Euroinfo Design SRL collected 122,695 lei from the MAE this year.

The other six contracts concluded by direct entrustment in 2025 by this company were with the Presidential Administration (four contracts), the General Directorate of Police of the Municipality of Bucharest (one contract) and the Senate of Romania (one contract). From these six contracts, SC Euroinfo Design SRL collected another 175,319.36 lei. The company appears with direct procurement contracts with public institutions in previous years as well, such as 2024 and 2023.

SC Euroinfo Design SRL was founded in 2007. In 2023 it had an average of nine employees. In the same year, the net profit recorded was 147,056 lei, according to data from the Ministry of Finance.

The company has three shareholders: Daniela Făgăraș (90% of the shares and is also the administrator of the company), Ion Făgăraș (5% of the shares) and Mihnea-Cristian Făgăraș (5% of the shares).

The company that makes MPs' business cards: “It's not an exaggerated cost at all”

Daniela Fararaș explained, in a dialogue with HotNews, the reason why the cost of a business card reaches approximately 3 lei/piece, compared to other offers from other companies consulted by the editors.

“There are special elements, first of all. We will now link to the technical data, so to speak. The cardboard on which these business cards are printed is not an ordinary cardboard that can be found in these copy centers (n. ed.: xerox centers). So it is a cardboard, it is brought on special order by these importing companies. The one we buy comes from Italy. It looks in a way, it is not an ordinary cardboard”, explained Daniela Făgăraș, who specified that on the business cards, which are double-sided, details are specified in several languages, usually Romanian and English, but sometimes also French or Hungarian, depending on the requirements of the person requesting the business card.

The representative of the company also explained that for each deputy who requests a business card, the process is restarted: “Name by name, don't think that 10 names are being made at once.”

“After we make the model, we receive the printed material, we print them, there are some machines… Not the copy center ones, they are industrial machines. At the copy center ones, the ink doesn't even stay on the paper. We print, after printing, we put the folio, that emblem with the folio. After that, embossing is applied (ed.: the elements that come out of the relief), they are cut and put in special boxes with a window, 50 business cards in a cardboard box. And it is delivered. So this cost also includes the delivery. If one day we receive an order for 50 business cards, we have to pay a courier to deliver these business cards to the Chamber of Deputies (…) It is not an exaggerated cost,” said Făgăraș.

The representative of the company that makes the business cards also said that, from her information, in the past the Chamber of Deputies paid even more for the business cards of the deputies.

How to explain the contracts with the Ministry of Foreign Affairs: “I also work with private companies, mostly, but I also work with state institutions”

Asked about the contracts she has with public institutions, Daniela Făgăraș said that she deals with this aspect personally in her company.

“I've been working for many years. When SEAP appeared (ed.: Electronic System for Public Procurement), I felt that it was a place where you could get clients. I learned to work alone, because at the time there were no courses. Now I'm not necessarily hunting, but especially with artificial intelligence, there are all kinds of filters that you can apply to bring the ads that interest you in front of you,” explained the representative of the company.

“I take care of it personally. Don't think that I personally sit every day to look, there are thousands of ads, you understand. I apply some filters, I learned to work very well. Besides that, I also have a subscription with a company that does this, they send me the list directly with potential purchases that match my profile,” she said.

Făgăraș admits that he has a large number of contracts with Romanian state institutions: “Everyone chooses to work with who they want. I also work with private companies, in the vast majority, but I also work with state institutions. I work with many state institutions, it would be easier for me to list who I don't work with”.

The Chamber of Deputies sent, at the request of HotNews, the names of the deputies who have received business cards since December 2024 – when they began their mandate – until now. The editors also requested the number of business cards received:

“The total amount spent by the Chamber of Deputies in the current legislature (2024-present), for the purchase of business cards, is 25,439.28 lei including VAT,” the institution said.

In the past legislature, 2020-2024, the Chamber of Deputies spent 58,869.30 lei for deputies' business cards, according to the same answer.

“The business cards are fully handed over to the MPs after the order is completed. The management of these materials remains at their discretion”, stated the representatives of the Chamber of Deputies when they were asked what happens to the business cards when a deputy resigns or, for various reasons, leaves the position.
