The Rules Committee supported the motion to waive the immunity of the former Minister of Justice, PiS MP Zbigniew Ziobro, whom the prosecutor's office wants to charge with 26 charges, including leading a criminal group, in connection with abuses at the Justice Fund. She also supported the request for his detention and arrest.

– I would like to inform you that the committee will submit to the Sejm a proposal to accept the request of the head of Investigation Team No. 2 of the National Prosecutor's Office of October 28, 2025 for consent to criminal liability for all acts specified in the request and to the detention and temporary arrest of MP Zbigniew Ziobro – said the chairman of the committee, Jarosław Urbaniak (KO).

On Thursday, the Sejm Committee on Rules, Deputies' Affairs and Immunities considered the prosecutor's office's request for the Sejm's consent to bring a PiS MP, former Justice Minister Zbigniew Ziobro, to criminal liability, as well as to detain him and temporarily arrest him in connection with abuse of subsidies from the Justice Fund. The prosecutor's office's application was presented by prosecutor Piotr Woźniak – head of the Investigation Team No. 2 of the PK, which conducts a multi-threaded investigation into the Justice Fund.

During the meeting, PiS MPs defended Ziobro, claiming, among other things, that his actions as Minister of Justice and related to the Justice Fund had a legal basis.

Proc. Woźniak replied that no one was accusing Ziobro of spending the money in accordance with his powers under the law. – If you pay attention to the descriptions of these acts (in the application for waiver of immunity – PAP), they do not concern this in any way. They concern only such issues when the competition was already announced for specific entities that were to win in this competition – emphasized Attorney Woźniak.

The prosecutor's office wants to accuse the former Minister of Justice of leading an organized criminal group and using his position for criminal activities. According to the prosecutor's office, Ziobro allegedly committed 26 crimes, including: give orders to his subordinates to break the law in order to provide selected entities with subsidies from the Justice Fund, interfere in the preparation of competition offers and allow funds to be awarded to unauthorized entities.

Thursday's meeting of the parliamentary rules committee is demagogy and manipulation instead of facts and law – said PiS MP and former head of the Ministry of Justice Zbigniew Ziobro in an interview he gave to Republika Television in Budapest.

On Thursday evening, when the former Minister of Justice spoke to Telewizja Republika in Budapest, a meeting of the Sejm Committee on Rules, Deputies' Affairs and Immunities was held at the same time, during which the prosecutor's office's request for the Sejm's consent to hold Ziobro criminally liable, as well as for his detention and temporary arrest in connection with abuse of subsidies from the Justice Fund, was being considered.

In the opinion of Ziobro, who is still in Budapest, the session of the parliamentary committee is “demagogy, manipulation instead of facts and law.” In his opinion, the charges brought against him by the prosecutor's office are “great gibberish, absurd.” – Well, that's the power we have today – he said.
