Russia introduces year-round military conscription. Putin signed the amendment


The new regulations, which will come into force on January 1, 2026, assume that conscription into the army will take place all year round, and not seasonally, as before – in spring and autumn. Military registration and conscription offices will be able to issue summonses, organize conscription boards and conduct medical examinations without interruption throughout the calendar year. Despite this, sending conscripts to their place of service will remain within the current deadlines: from April 1 to July 15 and from October 1 to December 31.

New rules for military conscription in Russia
The amendment also introduces changes regarding electronic summons. Conscripts will have 30 days to appear at the military registration and conscription office from the moment the document is placed in the register, regardless of whether the summons has been received. The current deadline was 20 days.
The second law signed by Putin allows reservists to be called up for peacetime service. According to the new regulations, citizens who decide to voluntarily sign a contract will be able to be sent for additional training. Their goal is to protect key facilities and infrastructure of strategic importance.

Russia needs people for war
Experts indicate that the changes in the law are aimed at replenishing human resources in the Russian army, which have been depleted as a result of the war in Ukraine. The adoption of new regulations is intended to be a way to avoid announcing another mobilization. The Russian State Duma approved both laws on October 28, and shortly thereafter the Yaroslavl and Tyumen oblasts began recruiting reservists, even though the laws did not yet have the president's signature.
