Russian Prime Minister Mikhail Mishustin signed resolution Kommersant reports about the new rules for recycling fees.

The changes will come into force on December 1, 2025, although previously the government planned to begin applying them on November 1. The decision was postponed due to a rush among buyers, traffic jams at border checkpoints and increased delivery times for cars.

The new recycling fee will be calculated not only based on the engine size and year of manufacture of the car, but also on the engine power. For individuals who import a car with a capacity of less than 160 horsepower, preferential rates are provided. Changes in the calculation of recycling collection were initiated by the Association of Russian Automobile Manufacturers.

First Deputy Prime Minister Denis Manturov said in an interview with RIA Novosti that the government does not expect sharp increases in car prices. He argued that the authorities do not have the task of closing the market with the help of a new payment system – the government, he said, understands that the lack of competition will have a bad impact on domestic producers.
