Solar panels and batteries: guide to amounts and eligible beneficiaries

Increasing energy bills lead Romanians to look for sustainable solutions, beyond the classic subsidy programs. After the “Green House”, the new REPowerEU 2025 program becomes the main opportunity for the installation of solar panels and storage batteries with European support.

It offers vouchers for green equipment that reduce the energy bill and ensure energy independence – energy produced during the day can be used at night.
Huge interest, but blocked by bureaucracy
Romanians' interest in green energy and especially in financing through this program is greater than ever, but the bureaucratic process remains a brake on development, say specialists in the field.
“Romanians have already understood that green energy is not only about savings, but about control and safety. Each panel installed means a lower bill and a step towards autonomy. Interest is extraordinarily high, but it is held back by bureaucracy and a lack of coherent communication. Currently, Romania has over 220,000 prosumers, a number that grows monthly. This clearly shows that the desire for independence exists, but the administrative process slows it down. There are Romanians who wait months for approvals or payments, and this blockage sends the wrong signal to a market that would otherwise grow naturally. However, REPower brings exactly what we lack: predictability and integration. That is, a coordinated approach, which forces the administration, the private environment and distribution networks to work in the same logic – reducing dependence on imported energy and increasing local production capacities“, George Achim, CEO of GTA Energy, told “Adevărul”.
Who can receive the funding and how much money it is
Romanians can access non-refundable financing through the REPowerEU 2025 program for solar panels and storage batteries, according to information from the Ministry of Investments and European Projects.
Public data show that individuals can receive non-refundable vouchers with the following values, depending on the stage and situation:
• In Stage I, Component A (for vulnerable people who do not have panels and/or batteries): voucher of 5,000 euros for panels + 5,000 euros for batteries, i.e. 10,000 euros in total;
• In Stage I, Component B (for the general population that already owns panels ≥3 kW and applies for batteries): voucher of 5,000 euros for batteries;
• In Stage II (for the general population that has neither panels nor batteries): voucher of 5,000 euros for panels + 5,000 euros for batteries, i.e. 10,000 euros in total.
The actual award of the vouchers must take place by the end of the fourth quarter of 2025.
“Although the guide provides clear minimum conditions – such as a storage capacity of at least 5 kWh – most beneficiaries choose to install above these thresholds, a sign that the market has evolved and users want real autonomy. This is also the case for systems installed with Livoltek equipment, where 10 kWh batteries have become standard. Another important trend is the emergence of dynamic energy tariffs, which will become more and more present in the coming years. In this context, a smart battery no longer only offers independence, but also significant savings, allowing energy to be stored when the price is low and used during peak hours”Dorin Chisăliță, director at Livoltek Romania, told “Adevărul”.
The program, financed by PNRR, has a total budget of over 610 million euros, equivalent to 122,000 vouchers.
What the REPowerEU vouchers finance within the PNRR:
• Thermal wrapping of the house;
• Installation of photovoltaic electricity generation systems, with a capacity of at least 3kWp, for own consumption, connected to the national distribution network;
• Installed power inverter/inverters: minimum 4.0 kW;
• Usable capacity of electricity storage system: minimum 5 kWh;
• Realization of the technical expertise report of the building;
• Realization of the Energy Audit Report;
• Preparation of Energy Performance Certificates (initial and final).
REPowerEU 2025 eligibility conditions
To access REPowerEU 2025, beneficiaries must meet criteria verified by the authorities. The applicant must be a natural person domiciled in Romania, at the address of the project, and own at least 50% of the building. In the case of co-ownership, the consent of all owners is required. For vulnerable people, the beneficiary must be on the POAD list.
The building must be non-heritage-classified and located in the county where GUEE did the prior verification. Registration is done through an ANRE authorized installer, who submits the file and signs the contract with the beneficiary. After approval, the virtual vouchers are issued, the system is installed, and the state pays directly to the company.
The power of REPower for Romania
Energy specialists believe that the REPowerEU 2025 program represents one of the most important moments for Romania's energy transition – not only through the funds made available, but through the strategic direction it gives to the market.
The REPowerEU program is not limited to subsidies for panels and batteries, but “creates a new type of consumer – the independent and intelligent prosumer, able to manage his energy efficiently and responsibly“, emphasizes the Livoltek company representative. “The REPowerEU program is a decisive step for accelerating the energy transition in Romania. It not only supports the installation of panels and batteries, but strengthens a new consumer model – the independent and intelligent prosumer, able to manage his energy efficiently and responsibly“, says Dorin Chisăliță.
For his part, George Achim, CEO of GTA Energy, warns that Romania has enormous solar potential – “good radiation, available land and competent professionals” – but without a coherent strategy, it risks remaining a fragmented market, dependent on imports and political decisions of the moment. “REPower is the bridge between theory and implementation. Without it, everything remains at the level of intention. If programs like REPower were implemented with digitization, clear deadlines and transparency, we would see an explosion of projects not only residential, but also in the agricultural and industrial area – where consumption is high and the impact is direct. The interest is there, the resources are thereAchim points out.
In his opinion, through such programs, Romania can achieve true energy independence – not just symbolic, but technical and economic, thus becoming a regional leader in solar energy.
Documents required for REPowerEU 2025
• Identity card (including co-owners, if applicable);
• Extract from the land register (valid for a maximum of 60 days) or a document from the town hall certifying ownership;
• Electricity bill in the applicant's name;
• Certificate of classification as a vulnerable person (if applicable).
All documents must be issued no later than 60 days before filing. Double financing for the same building through Casa Verde Photovoltaice or other similar programs from PNRR is not allowed.
