Deputies of the Legislative Assembly of the Krasnoyarsk Territory discussed waste management issues

In the Krasnoyarsk Territory, deputies of the Legislative Assembly discussed the issue of handling municipal solid waste.
First, members of parliament visited the training ground of Avtospetsbaza JSC in the Emelyanovsky district. This is a regional enterprise, the only one that accepts waste from the Krasnoyarsk agglomeration. In addition, it is a regional operator for the settlements of the Rybinsk and Northern technological zones. According to I. O. General Director of the enterprise Leonid Volkov, the landfill serves 1 million 900 thousand people.
The landfill, which began operating in 1987, is in need of reconstruction. The deputies noted that three versions of the project had already been developed, and about 40 million rubles had been spent on this.
Chairman of the committee Vitaly Drozdov: “The committee’s departure was planned after the session at which we heard a report from the Minister of Ecology on the situation in the region; it is very alarming in the field of waste management. Of course, we want us to have modern facilities, those same eco-technoparks, but for now we live with such training grounds as those of the Avtospetsbaza. The company has already ordered reconstruction projects several times so that it can continue to be operated according to modern requirements, taking into account sorting and composting. So far, none have reached the final stage of implementation. Therefore, we need to look for alternative solutions. Building a new eco-technopark is incredibly expensive. Perhaps we need to look for a new plot of land for a landfill, but this one should simply be reclaimed.”
The conversation continued at the committee meeting. Participating in the discussion were Deputy Chairman of the Committee Yuri Zakharinsky, deputies Elena Penzina, Ekaterina Udelko, Alexey Kulesh, Advisor to the Chairman of the Regional Parliament Nikolai Kreminsky, Minister of Ecology Vladimir Chasovitin, heads of enterprises, supervisory authorities, the head of Norilsk Dmitry Karasev, representatives of the administrations of Lesosibirsk, Kansk, Minusinsk.
They discussed in detail the residual capacity of each of the operating landfills and the stage at which the creation of 7 eco-technoparks is currently underway. Concession agreements for their construction have now been concluded, and design is underway. However, a number of problems have been identified. In Nazarovo and Kansk, the selected plots of land are not suitable for construction. In Norilsk, the cost of the project in the process increased by almost 2 billion rubles. During the discussion, representatives of the territories spoke in favor of reconstructing existing landfills, for example, in Norilsk the landfill life is until 2032, in Minusinsk – about another 5 years.
The experience in this area of the Altai Territory was also presented at the committee.
Vitaly Drozdov: “At the zero reading, the governor noted that it is necessary to soberly assess the need for the construction of large, financially intensive facilities in terms of how much they will be involved and in demand. Using the example of MSW, the question arises of how much it is necessary to invest huge amounts of money in construction from scratch, when we have existing landfills that can be reconstructed. In Lesosibirsk, Kansk, Norilsk, we saw alternative options so as not to incur unnecessary expenses and not bury billions in the ground.”
