

According to Reiche, the United States issued a “letter of assurance” on the evening of October 27, acknowledging that Rosneft’s activities in Germany were completely separate from its Russian parent company.
Berlin turned to Washington for clarification after the US imposed restrictions on Russian companies Rosneft and Lukoil.
After the invasion of Ukraine by the aggressor country of the Russian Federation, Germany transferred Rosneft Deutschland to temporary management in order to avoid nationalization and possible Kremlin sanctions against German business in Russia, Bloomberg reported.
According to the agency, the German division of Rosneft owns shares in three German refineries, amounting to 12% of the country's total capacity. In particular, in PCK Raffinerie GmbH in Schwedt, and also has a stake in the Transalpine Oil Pipeline.
Context
The US Treasury imposed sanctions against Rosneft and Lukoil on October 22, explaining that the illegitimate Russian President Vladimir Putin refuses to end the war in Ukraine, which the Americans called “senseless.” US President Donald Trump expressed hope that this would encourage Putin to negotiate.
The Commissioner of the President of Ukraine for sanctions policy, Vladislav Vlasyuk, explained that the sanctions also included subsidiaries of Lukoil and Rosneft, covering all the main parts of the oil and gas business.
