The Ministry of Defense of Ukraine is changing the rules for processing deferments. Whom does it concern?


They are aimed at increasing transparency, combating corruption, simplifying the process and transition to a digital registration system, the department indicates. In accordance with changes in Resolution of the Cabinet of Ministers of Ukraine No. 560, automatic extension of deferments is launched using digital form as the main registration method, and the submission of paper documents is transferred to the Administrative Services Centers (ASC).

“The new rules for processing and extending deferments make the process as transparent as possible. At the same time, we are removing unnecessary paperwork and requests so that the territorial acquisition centers can focus on mobilization tasks. More than 600 thousand deferments will be extended without additional actions by citizens and queues in territorial centers,” said Minister of Defense of Ukraine Denis Shmyhal.

The MOU named for whom deferments are automatically extended:

  • people with disabilities;
  • temporarily unable to serve;
  • parents of three or more children under 18 years of age;
  • parents of a child with a disability under 18 years of age;
  • parents of an adult child with a disability of group I or II;
  • those who are married to a person with a disability of group I or II;
  • those who care for a father or mother with a disability (their own or their husband/wife);
  • women and men raising a child under 18 years of age if their husband or wife serves in
  • armies;
  • full-time or dual study students receiving higher education;
  • doctoral students and interns;
  • scientific, scientific-pedagogical and pedagogical workers who teach and work in their main place for at least 0.75 salaries;
  • people whose close relatives died or went missing during hostilities or during martial law;
  • relatives of Heroes of Ukraine, awarded posthumously for courage during the Revolution of Dignity;
  • persons illegally deprived of liberty due to Russian aggression;
  • military personnel released from captivity.

The Ministry of Defense indicated that from November 1, those liable for military service do not need a paper certificate of deferment with a wet stamp. Now the main confirmation of the deferment is the electronic military registration document in the Reserve+ application. If you cannot use the application, you can print a paper version. You can obtain a file for printing in the Reserve+ application, through the Diya portal, or apply for a printout of a military document at the TCC and SP (or TsNAP, if we are talking about a document with a deferment).

Until the end of October, TCC and JV accept applications according to the old procedure. From November 1, you can apply for a deferment only through “Reserve+” or CNAP, the message says.

Context

“Reserve+” is an application that provides the functions of a military service member's electronic account. The application is available for download to smartphones through the App Store and Google Play Market. It makes it possible to quickly update data and access information in the Oberig register. Thanks to the application, Ukrainians can update their data and generate a military electronic document.

Deferments in “Reserve+” launched in November 2024. According to data for the summer, 40% of all deferments were processed through the application.
