The deputy mayor AUR of Ploiești, accused of having prevented a foreclosure that targeted him. The city hall paid his debts from the public

The mayor of Ploieşti, Mihai Polițeanu, announces that he has complained to the Prosecutor's Office against the city's deputy mayor, Alexandru Săraru, and that he has withdrawn his duties, after the deputy mayor allegedly used his position to prevent a foreclosure targeting him.

The mayor of Ploiesti, Mihai Polițeanu, accuses, on Thursday, in a post on Facebook, the vice-mayor Alexandru Săraru of having blocked the forced execution following a seizure.
“Alexandru Săraru, taking advantage of his capacity as deputy mayor of Ploieşti and his hierarchical ascendancy over subordinate officials, acted during the year 2025 to prevent the forced execution started against him on the basis of court decisions approving the forced execution (…); Because of these actions, Ploieşti City Hall ended up in a situation to violate its legal obligations imperatives cf. art. 787 Code of Civil Procedure to make the sums of money unavailable within 5 days from the communication of the attachment and to proceed with their retention and transfer to the bailiff”writes Mihai Polițeanu.
He claims that he found out about the situation last week, when the bailiff sent a notification “regarding the imminence of the seizure validation against UAT Ploieşti”, the mayor stating that at “summoned” the vice mayor to pay his personal debts within five days. Polițeanu says that Săraru “ignored” notice “and thus brought UAT Ploieşti in the situation that during today (Thursday – no) it has to pay the debts of the vice-mayor from public money in order to avoid blocking the City Hall's accounts”.
In addition, Mihai Polițeanu also says that “the application of some fines given to UAT Ploieşti due to the violation of the law by the City Hall as a result of the actions of Mr. Săraru” is imminent.
The mayor files a criminal complaint against the vice mayor
In this context, the mayor announces that he has decided to notify the Prosecutor's Office “for possible execution” of the crimes of inciting abuse of office, using the position to favor some people (in self-interest) in a continuous form, fraud, non-compliance with court decisions, blackmail and abusive behavior by Alexandru Săraru.
Polițeanu decided to withdraw all duties of the deputy mayor of Săraru,the recovery of the financial damage caused by it to the municipality of Ploiesti” and reporting to the Disciplinary Commission in the case of the civil servant who concealed and favored the actions of the vice mayor.
“Additionally, I conveyed to my political colleagues that, from my point of view, Mr. Săraru can no longer hold the position he holds and that a decision must be made in the City Council”announced Mihai Polițeanu.

Contacted by phone, the vice-mayor Alexandru Săraru (AUR) told News.ro that the actions of Mihai Polițeanu are aimed at denigrating him in order to replace him with a person who is close to him. Săraru says that, since his election to the position by the City Council, the mayor, elected independently, has not accepted him.
“It is an action of denigration of the mayor against me, for personal interests. It all started since the local elections, when Mr. Polițeanu failed to impose his friend, Mr. Tonsciuc, on the position of deputy mayor, and from then on only denigrations, only obstacles began, starting with the refusal to hire certain people in my office as a councilor, which is an abuse, continuing with the fact that he granted me only two attributions, which are more decorative, in order not to lose his influence. Since then, he has been running a concerted campaign,” says Alexandru Săraru.
He admits that he has garnishments of approximately 20,000 lei per salary and says that last month he paid 8,000 of this amount. He explained that he asked an employee of the City Hall to place a garnishment on her salary if he does not provide proof that he paid the money related to the garnishment, emphasizing that he has as proof the discussions held with her on WhatsApp.
“She had a discussion with the lady from the Financier and I told her: If I send you the proof of the payments, don't do the garnishment, if I don't, do it! I have the conversations with her on WhatsApp. I sent her the proofs when money was taken from my account. In the meantime, when the lady from the Financier told me that another garnishment came, I told her: if I don't send you the proof that I paid, stop your money!. (…) I went to her at the office and I said to her: please say publicly if I put pressure on you! He said no. The reality that there is nothing that I have done illegally throughout my life, I have no skeletons in the closet”, supports Alexandru Săraru.
Salty: “A variant is that he is afraid of what I can find out if he goes on vacation and I stay in his place”
He advances the idea that, in reality, mayor Mihai Polițeanu would be afraid of what the deputy mayor might find out if Polițeanu goes on leave and Săraru takes over his duties.
“No one asks the question that I, being the de facto substitute of the mayor, why the mayor only took two days off a year, during the period in which I was also on vacation? (…) I wonder if there are not very big interests in the middle. From the beginning of the mandate, I was called by the mayor and the city manager that I am not theirs”, says Alexandru Săraru.
He claims, for his part, that on Wednesday he sent by e-mail, to the Prosecutor's Office, a criminal complaint against the mayor Mihai Polițeanu whom he accuses of abusing his position and says that it is possible that in the near future he will file another criminal complaint.
Alexandru Săraru claims that, if he had changed his position, he would address the court, showing that there is a need for “a serious reason”.
“There is no evidence, because nothing illegal happened. If it is said that the problem is that I put pressure on an employee of the City Hall, there are two options: either the private discussions, which we have on the phone, or a face-to-face discussion which I assure you did not take place. The lady said publicly that I did not put pressure on her. I would not have had any reason to evade, because, if it did not happen now, it would have happened anyway“, adds Alexandru Săraru.
