The Ministry of Energy assessed the consequences of the Russian attack on the infrastructure of Ukraine. What will the electricity restrictions be?


According to her, while power engineers are working to eliminate the consequences of massive attacks by the Russian Federation on energy facilities, more significant restrictions on electricity are possible in Ukraine for several days.

“As soon as additional generation facilities, lines and networks, which have also been significantly damaged today, are restored […]schedules will be reduced and canceled in the regions. However, it is very difficult to assess all this in terms of time, because the damage is significant,” the minister said.

As Grinchuk emphasized, as a result of the Russian attacks, there was a drop in voltage in the power system, so it is necessary to introduce emergency shutdown schedules. Then power engineers switched to hourly shutdown schedules to make it easier for Ukrainians to plan their day, the head of the Ministry of Energy added.

“How the situation with restrictions will develop further will depend on how quickly we can recover,” she said.

Grinchuk noted that the most difficult situation is in four regions – Chernihiv, Sumy, Kharkov and Odessa.

“We are trying to look for atypical solutions in order to alleviate the situation, but the situation continues to be difficult,” she said.


Context

Russia has been attacking the Ukrainian energy system since 2022, which is why Ukraine lost more than 9 GW of generation last year.

In the fall of 2025, the Russian Federation intensified its attacks on Ukrainian energy system facilities. In particular, on the night of October 10, the occupying forces attacked the energy infrastructure with drones and missiles, so emergency power outage schedules were introduced in nine regions.

The Main Intelligence Directorate of the Moscow Region reported on October 20 that the occupiers want to destroy all infrastructure (heat, electricity) so that the population leaves the territory. “And this is exactly what we see now in the Sumy and Chernigov regions,” emphasized the Ukrainian military intelligence.

As a result of a massive air attack by the Russian Federation on the night of October 22, emergency power outages were again introduced in almost all of Ukraine. Afternoon, Ukrenergo introduced hourly blackouts in some regions.
