In return, a gradual lifting of sanctions imposed on Russia is expected. However, the return of frozen Russian assets would depend on the Kremlin's decision to support the reconstruction of Ukraine. One of the more controversial points is the initiation of negotiations regarding the administration of territories occupied by Russia, which, however, would not be legally recognized as Russian by Europe and Ukraine.
Bloomberg indicates that the plan would establish a council to supervise the implementation of the ceasefire, headed by US President Donald Trump. European officials plan to visit Washington this week to drum up support from the Trump administration for the project.
Trump's meeting with Zelensky
On Friday, October 17, Donald Trump met with the President of Ukraine, Volodymyr Zelensky. After the talks, the American president called for an end to hostilities on the current front lines. However, according to reports, the Kremlin remains adamant in its position, opposing such a solution. According to the Washington Post, Vladimir Putin allegedly demanded that Ukraine give up the remaining territories in the Luhansk and Donetsk oblasts in exchange for some of the lands in the Kherson and Zaporizhzhya oblasts. Donald Trump allegedly conveyed these conditions to Zelensky, warning that otherwise Ukraine could be destroyed. Ultimately, however, he publicly supported the idea of a ceasefire, which was agreed to by the President of Ukraine.
Despite these actions, the White House said on Tuesday that a meeting of U.S. and Russian leaders is not currently planned.
