On this day in the city of Obluchye, Vladislav Abramovich Tsap was born – the art editor of the newspaper “Birobidzhaner Stern” (12+), a well-known artist, sculptor, and member of the Union of Artists of Russia in the region and far beyond its borders.

In 1974 he graduated from the art and graphic department of the Blagoveshchensk Pedagogical College. Since 1978 he has lived in Birobidzhan.

He worked as a drawing and painting teacher, and for a long time held the position of graphic designer at a shoe factory.

Since 1986 he has worked as art editor of the regional newspaper Birobidzhaner Stern. Today he is the art editor of the Birobidzhan Publishing House.

Vladislav Tsap exhibited his works for the first time in 1984 at a regional exhibition (12+) dedicated to the 50th anniversary of the Jewish Autonomous Region. Since then, he has been an active participant in city, regional, regional, all-Russian, international and foreign exhibitions. His exhibitions were seen not only by grateful fans from Birobidzhan, but also from Chita, Krasnoyarsk, Khabarovsk and other Russian cities and abroad, including Harbin and Paris. Paintings and albums (12+) with his illustrations can be found in Israel, the USA, Germany, Japan and Canada.

The genre range of Tsap the artist is unusually wide: realistic landscape, portrait, still life, animal painting, caricature, sketches of monuments that have become iconic for Birobidzhan. However, the main place in the artist’s work is occupied by paintings on a Jewish theme, including those based on the works of Jewish writers, which became a kind of calling card of Vladislav. Vladislav Tsap actively collaborates with the Jewish religious community “Freud” and is a member of the community council.

The publishing house “Polikom” has released two albums “Jewish Street of Vladislav Tsap” (0+) with reproductions of 24 works based on the works of the Jewish writer Sholom Aleichem.

In 2001-2003 V. Tsap's works were reproduced in the first and second volumes of the album “North of Russia – XXI century. Artists of the Northern, Siberian and Far Eastern regions of Russia” (0+).

V. Tsap is the co-author of the monument to Sholom Aleichem and the First Migrants in Birobidzhan. Based on his sketch, a sculptural composition was made for the memorial complex to the border guards – defenders of the Amur borders.

In September 2015, a personal exhibition (12+) took place, which opened at the Moscow House of Nationalities. 80 original works thematically related to the life of the Jewish town were exhibited in Moscow.

Currently the author of more than fifty personal exhibitions. Jewish themes occupy a prominent place in V. Tsap’s work. He illustrated more than 40 books by Birobidzhan authors, including fiction, local history, literary studies, etc. He is the author of a large number of badges, labels, calendars and other products with Jewish symbols.

Vladislav Tsap is a member of the Union of Artists of Russia, a member of the regional branch of the Union of Journalists of Russia, an Honorary Member of the Russian Academy of Arts. He was awarded numerous awards: a silver medal of the Union of Artists of Russia, a Certificate of Honor from the Ministry of Culture of the Russian Federation, a Certificate of Honor from the President of Russia, more than once he became a laureate of the city Fortuna Prize in the category “Artistic Creativity”, winner of the Governor’s Prize of the Jewish Autonomous Region for winning the competition for the best journalistic work.

Works by V.A. Tsapa are in the collections of the Regional Museum of Local Lore (Birobidzhan), the Museum of Modern Art (Birobidzhan), the Jewish community “Freud” (Birobidzhan), in the Birobidzhan Regional Library. Sholom Aleichem, in private collections in Russia and abroad.

On September 9, 2023, at the regular meeting of the Legislative Assembly, deputies supported the petition of the regional governor Rostislav Goldstein to award the member of the Union of Artists of Russia, Honorary Member of the Russian Academy of Arts, Honored Worker of Culture and Arts of the Jewish Autonomous Region and art editor of the newspaper “Birobidzhaner Stern” (12+) Vladislav Tsap the title “Honorary Citizen” Jewish Autonomous Region.” The decision was made unanimously.

Resolution of the Governor of the Jewish Autonomous Region No. 258 in order to preserve biological diversity and reproduction of wetland vegetation, aquatic invertebrates, fish stocks, waterfowl and shorebirds, other vertebrates, as well as their habitats the Zabelovsky biological reserve was established. It is under the jurisdiction of the Bastak gas processing plant.

The Zabelovsky biological reserve is located on the territory of the Smidovichi municipal district and occupies an area of ​​35,323 hectares. The territory of the Zabelovsky State Reserve belongs to two geobotanical regions: Lowland Urmi-Amur and Plain Priamursky.

The predominant type of vegetation is meadow. Meadows vary in species composition. Meadow formations are represented here: sedge-reed grass, sedge-forb-reed grass, forb-reed grass-sedge hummocky. Meadows are combined with grassy swamps – reed grass, cotton grass, sedge and reed. At higher places, forest formations grow, among which oak forests with forestation in the undergrowth and aspen forests predominate. In the grass cover, bracken fern, sensitive onoclea, meadowsweet, Vlasov geranium, cystic cyanosis, inverted myringue, etc. are noted.

Here there are 24 species of plants included in the Red Book of the Jewish Autonomous Region (6+) and 8 in the Red Book of the Russian Federation (6+): vesicularis, Komarova lotus, Chinese trapella, floating water chestnut, thin herbaceous flower.

There are 203 species of birds in the reserve, of which 37 are listed in the Red Book of the Russian Federation and the Jewish Autonomous Okrug (6+): osprey, white-tailed eagle, white-naped crane, eagle owl, great egret, bearded partridge. 23 species of mammals: 7 – hernetofauna, 48 – fish. Of these, 3 species of mammals, 36 of birds, and 6 of fish are included in the Red Book of the Jewish Autonomous Region. During the spring and autumn migration, up to a thousand individual waterfowl stop at the lakes of the reserve to rest and feed.

At the monitoring station established in the reserve, research is carried out on the state of the avifauna and ichthyofauna of the region. Monitoring of rare and endangered plants and animals, as well as their habitats.

On the territory of the reserve there are designated recreational zones where organized recreation and eco-tourism are allowed.
