Prime Minister Ilie Bolojan declared, on Friday, on Radio România Actualităită, that in order to collect taxes, “clear laws are needed, you need people who implement these laws and you need sanctions” to discourage evasion.

The prime minister also commented on the recent statement of ANAF president Adrian Nica, who said on Wednesday “the jam that grandma makes at home is calculated in the VAT gap”.

“We don't have to fight with the jam in the kitchen, but with tax evasion, with big frauds, with the non-payment of taxes. This is the mission of ANAF and this is what we will do in the next period”, declared Ilie Bolojan.

He also said that bringing the level of taxation to a level similar to that of other European countries “is a necessity”.

“I will not be a hypocrite. The level of taxation in Romania, in many areas, was among the lowest in the European Union. Therefore, if you want to have investments made by the state, if you want to have good services provided by the state, they must be financed. They can only be financed by the taxes and fees that you collect, so bringing taxation to a level that resembles that in the Eastern European area and in Europe is a necessity”, he said the liberal.

Prime Minister Bolojan explained that the Government's measures are intended to close the “escape gates”.

“When you have laws that give you exceptions all over the place, that open loopholes, that create opportunities to avoid paying your taxes, then you really don't collect your taxes,” he continued.

The head of ANAF returned with clarifications after the statement about the jam

On Friday, in the context of the reactions caused by his statements, Adrian Nica came back with clarifications and specified that the products made at home are included in the calculation of the fiscal gap (gap), but this does not mean that the self-consumption of the population will be taxed. Thus, self-consumption will not be subject to ANAF fiscal inspections.

The official claims, in a press release, that he wants to improve the analysis of the structure of the gap, given that “certain elements of self-consumption can distort the estimate of the potential VAT base”.

“As a result of the interpretations that appeared in the public space on October 15, 2025, we make the following clarifications, for the correct information of public opinion: ANAF does not consider taxing the self-consumption of the population”, specified Adrian Nica.

According to him, by self-consumption is understood the use, by a household, of the products or services made by it for its own consumption.
