The autumn budget adjustment was adopted at a session of the Krasnoyarsk City Council

Today, October 14, at the session of the Krasnoyarsk City Council of Deputies, changes to the budget of the city of Krasnoyarsk for 2025 and the planning period 2026-2027 were unanimously supported.

The mayor's office said that changes to the city budget affect all major areas of life and are aimed at improving the quality of life of Krasnoyarsk residents.

Additional funds are planned to be spent on the social sphere and infrastructural development of the regional center, including preparations for the 400th anniversary.

Among the key events of the 400th anniversary:

  • renewal of public transport rolling stock with gas-powered buses;
  • overhaul and renovation of production and technical premises to accommodate gas-powered buses;
  • leasing acquisition of specialized equipment to carry out work on the repair and maintenance of roads and external improvement facilities;
  • renovation of the pedestrian part of the street. Mikhail Godenko and st. Kopylova;
  • overhaul of the facades of apartment buildings on the streets in the historical center of the city, etc. newspapers “Krasnoyarsk Worker” and other events.
  • In addition, additional funding is proposed to be allocated to solving the following priority tasks for the city, including those identified by the governor of the Krasnoyarsk Territory and the deputy corps based on requests from Krasnoyarsk residents:
  • repair, equipment and elimination of accidents in social sector institutions, including repair of buildings of kindergartens and schools participating in federal capital repair programs;
  • transfer of 10 educational organizations (schools No. 7, 53, 65, 133, 158, 160, 161, lyceums No. 7, 10, gymnasium No. 15) from September 1, 2025 to self-catering using their own catering units;
  • transportation of certain categories of school students to the place of study and provision of compensation for the cost of travel on public transport;
  • development of sports infrastructure, including repair work in sports schools;
  • modernization of two libraries: the children's library named after. V. Dubinin and libraries for adults named after. A.T. Cherkasov, as well as the youth center “Good Deed”;
  • repair and design of city municipal infrastructure facilities;
  • relocation from emergency housing stock and other areas.

Of course, funds are also allocated for social support measures for citizens, including family members of SVO participants. As a result of the discussion, deputies supported the adjustment of the city budget.​

Acting mayor Roman Odintsov noted that today one of the most important sessions of the City Council of 2025 took place, at which the directions determining the development of the city were considered.

“With the autumn budget adjustment, we covered almost all areas of the city’s life. This includes the maintenance of roads, external improvement facilities, the development of the transport industry, the relocation of citizens from dilapidated housing, and much more. The specificity of the adopted changes to the budget is that a fairly significant amount of spending is provided for 2026, including in preparation for the city’s 400th anniversary. The governor of the region supported many initiatives, and funds for their implementation have already been reflected in the adjustment. This allows us to carry out preparatory work so that at the beginning of next year we can begin concluding contracts and move directly to the implementation of projects,” said Roman Odintsov.

Taking into account the changes, the city budget parameters in 2025 are as follows:

  • city ​​budget revenues increase by 1.1 billion rubles due to the attraction of funds from higher budgets and, taking into account the changes, will amount to 70.1 billion rubles;
  • city ​​budget expenses increase by 0.1 billion rubles and, taking into account the changes, will amount to 72.7 billion rubles;
  • The city's budget deficit is reduced by 1 billion rubles, and taking into account the changes will amount to 2.6 billion rubles.
