KPI a whip against state-owned companies. This is Minister Wojciech Balczun's plan


During the Horizon Business Impact event, the Minister of State Assets, Wojciech Balczun, announced that key performance indicators (KPIs) will play an important role in assessing the activities of the management boards of State Treasury companies.
Minister Balczun emphasized that imposing KPIs is a natural element of management that can be used to hold State Treasury companies accountable for their activities.
— I assume that these KPIs will be a very important element for assessing the work of management boards and will include, among others: efficiency in terms of local content – said the head of MAP.
He mentioned guarantees and certificates among the barriers to local content in energy projects such as offshore and the construction of a nuclear power plant.
— We discussed at the Industrial Development Agency how to solve this and perhaps we will be able to find a solution in the form of the so-called a certification loan, which might even have a chance to be partially forgiven in order to provide an instrument that will make it easier for these companies to enter these projects, but talks are still ongoing here – said Balczun.

The Minister of State Assets was appointed during the July government reconstruction. Shortly after taking office he said that it is crucial to balance the interests of the State Treasury and the expectations of the capital market.
“Many goals are important to me, but the most important is re-Polonization understood as the so-called local content,” he said in an interview for the “Polska Metropolia Warszawska” newspaper.
He also announced further professionalization of ownership supervision over state-owned companies. He pointed out that there should be more practitioners and industry experts on supervisory boards, not just lawyers or theoreticians.
Wojciech Balczun to the Ministry of State Assets transferred from the Industrial Development Agency, where, as president of the management board from March this year, he “led the strategic development of the company, focusing on the implementation of key initiatives, optimization of the Capital Group's activities and strengthening its market position.”
In 2008-2013, Balczun was the president of PKP Cargo, and in 2016-2017 he headed the Ukrainian Railways. In addition, he held, among others, he was the chairman of the Supervisory Board of PLL LOT SA and PKP SA. He was also the vice-president of Employers of Poland and the European Organization of Public Sector Employers (CEEP).
Privately, Balczun is the leader and guitarist of the rock band Chemia, which he founded in 2007.
