Among social groups, who most often declare a sense of influence on the country's affairs are farmers (51%), young people (47%), managerial staff and specialists with higher education (45%), residents of the largest cities (45%) and people with the highest income per capita (44%). In turn, people who feel least responsible are those who take care of the house (21%), unskilled workers (24%), pensioners (25%) and people with the lowest income (26%)..
Differences in the sense of agency are also visible in political preferences. The highest percentage of people who believed in the possibility of influencing the country's affairs was recorded among voters of the Civic Coalition (46%) and Law and Justice (39%).. In turn, supporters of the Confederation of the Polish Crown (77%) and the Confederation of Freedom and Independence (63%) most often declare that they have no sense of influence on public affairs.

The historically highest level of sense of influence on the country's affairs was recorded in 2016, when it amounted to 41%, and the lowest – only 7%. — in the first CBOS survey in 1992.
Despite the decline in the sense of influence on national affairs, Poles still believe in their ability to influence the local environment. In this year's study, 59 percent respondents declared that they had influence on the affairs of their city or commune. This result is similar to last year's, when the rate was 61%. At the same time, the number of people who do not feel active in the local environment has increased – currently it is 36%, by 1 point. percent more than in 2023

CBOS reminds that in the first survey in 1992, only 16 percent respondents believed that they had influence on local affairs, and as many as 79 percent declared the lack of such a feeling.
The study was conducted from September 11 to 22, 2025 on a representative sample of 969 adult residents of Poland, drawn from the PESEL register. The surveys were conducted using the CAPI (65.4%), CATI (22.1%) and CAWI (12.5%) methods, maintaining a uniform question structure.
