The Krasnoyarsk Regional Court rejected the arguments of the former head of the Achinsk region, Pyotr Khokhlov, to overturn his sentence for bribery. This was reported to the regional prosecutor's office.
According to the supervisory agency, in August 2020, the head of the Achinsk region was approached by an acquaintance of his, the deputy general director of the MUP Achinsky Transport (now STK Group JSC). He asked for a fee to help him become the head of the enterprise.
The defendant complied with the request and even allowed a friend to use municipal equipment for commercial purposes. For this, as well as for patronage, the head of the district received a bribe in the form of a discount of 481 thousand rubles for the purchase of a Lynx 59 Ranger snowmobile worth more than 1.2 million rubles and equipment for traveling on it for 62 thousand rubles.
The former head of the district did not admit guilt and explained:
“I did not have the authority to appoint general director of the Achinsk Transport Municipal Unitary Enterprise; I could not influence the appointment. I did not receive any remuneration in the form of a snowmobile or equipment for traveling on a snowmobile,” he explained.
The court found Pyotr Khokhlov guilty of receiving a bribe (clause “c” of Part 5 of Article 290 of the Criminal Code of the Russian Federation) and, taking into account the position of the prosecutor, sentenced him to 7 years and 7 months in a maximum security colony, with a fine of 10 times the amount of the bribe, with deprivation of the right to hold positions in state and municipal services for a period of 5 years.
Disagreeing with the verdict, the ex-official appealed it to a higher court. He insisted on overturning the verdict on the grounds that his guilt had not been proven.
However, the judicial panel rejected the defense's arguments and upheld the punishment. The court confiscated the snowmobile and equipment into state ownership, and also retained the seizure of the convict’s property worth 16 million rubles: money, land, non-residential buildings, a residential building, an apartment and a Subaru Outback until the sentence was executed.
The verdict came into force.
