In the Krasnoyarsk Territory, it is necessary to update 1270 buses. Such information was voiced by representatives of the Accounts Chamber at a meeting of the Committee on Economics and Tax Policy of the Legislative Assembly of the region.

The auditors checked the activities of the “regional transport management” over the past two years. This organization in 2015 was created by the government of the region. She is engaged in the organization of bus transportation on suburban and inter -municipal routes, the development of transport planning documents, the purchase of new vehicles, repairs of bus stations and other issues.

The discussion of the issue was attended by parliamentary deputies Andrei Gayulsky, Dmitry Dmitriev, Yuri Zakharinsky, Alexei Tumanin.

By decree of the President of the Russian Federation, to achieve the national goal, “a comfortable and safe environment for life”, by 2030, it is provided for updating public transport in agglomerations and cities. The share of a car park, which has a service life is not older than the normative, should be not lower than 85 %. The edge must be updated 1270 buses.

Now more than a thousand routes are operating in the region, more than 3 thousand buses take the roads daily. The auditors noted that in the Krasnoyarsk agglomeration at the beginning of this year, only 59.8 % of the buses corresponded to the standard life. Among the 29 supporting settlements of the region, the best state of public transport in Bogotol, Borodino, Dudinka, Balakht, Nizhny Ingash, Hatanga, Shushensky, cities of Kodinsk and Ilan.

Another problem is personnel. Low wages leads to a shortage of drivers of category “D”. At the beginning of this year, more than 400 vacancies were opened in the region.

The audit revealed that the current purchase system of buses, which involves the maximum price of the contract, does not allow to purchase more environmentally friendly and comfortable vehicles. Part of the fleet purchased and transferred to the municipalities, for example, in Yeniseisk and the Yermakovsky district, is idle and does not go on routes. There are claims and violations in the repair of the bus station in Minusinsk.

Auditors propose to switch to another form of transport service in the region-the conclusion of gross contracts, as in a number of other regions of the country. You can also transfer vehicles in case of downtime from one municipality to others. The Minister of Transport Dmitry Zotin agreed with the last proposal. But about gross contractions, he explained that in this case there is a great risk of entering the edge of large carriers from other regions, while local carriers may suffer.

The Chairman of the Committee Yegor Vasiliev noted that the transition to a gross contractions system will accumulate funds to update rolling stock in one hand.

“In public transport, the service that residents of the region receives, not business, receives is always primary. Large carriers have the best economy, due to their scale, the provision of one service is possible than a small company. It is clear that the buses are aging, and the budget does not always have the opportunity to allocate subsidies and purchase transport to leasing. Every year, the subsidy will have to defend for these purposes, whether it will be allocated – it will depend on the filling of the regional budget. I would like to go to a balanced system that, without constant fueling, would work quite high quality. If we understand that we have a long -term model with a cheaper cost, then it should be used, ”the deputy explained.

By the end of the year, deputies were promised to present the deputies with a new working model of transport services in the region.
