What variant supports PSD for administration reform: “It was very good that I blocked this package”

At the Monday meeting of the management, the Social Democrats decided to support the reform in the public administration discussed by the PSD, PNL, USR and UDMR leaders in the coalition. It is about differentiated cuts, ie some administrative-territorial units to opt for personnel discounts, and others, the small ones, choose another way to lower the expenses. In the central administration, the PSD will propose a 10% of the staff.
The variant with which Sorin Grindeanu will go on Tuesday in the Coalition meeting involves cutting both in the local and central administration.
Locally, the PSD will ask for a differentiated cutting, meaning that the mayors and presidents of the county councils will have a choice between a 10% cutting of the occupied positions or a 10% reduction of the expenses with the salaries.
“We came up with variants. We agree with a 30% reduction in the total number of positions (n.red. Occupied and unoccupied) but not more than 20% of the total number of positions. To contribute with discounts of expenses ”, declared Lia Olguța Vasilescu, mayor of Craiova, at the end of the meeting of the PSD leadership.
Specifically, the PSD proposal means that the big town halls, which have several employees will be able to make dismissals, while the town halls in the communes, for example, where the number of employees is reduced for salary cuts.
Finally, at national level, 10% of employees should be fired, about 12,000 officials locally.

“It was very good that I blocked this package when discussing the 45% reduction in the number of positions, because it would have blocked the local administration, because it started from the wrong premises, there were 330,000 people in the local administration, in fact there are 125,000,” explained Lia Olguța Vasilescu.
Centrally, the reform, say social-democrats, should be made according to the same criteria: 10%staff reductions.
“We discussed the discounts to be made in the central public administration. To discuss a percentage of at least 10% of personnel reduction. In the central administration, no restructuring has been made for years,” said Olguța Vasilescu. The combination or abolition of some institutions is also taken into account.
PSD sources also stated that for public administration reform, studies are also needed, so that the criteria are applied differentiated according to each institution.
Administration reform has been heading for coalition for two months
For two months the leaders of the Coalition about the public administration reform have been discussed, who should have been part of the two package of tax measures meant to bring more money to the budget.
At first, Prime Minister Bolojan said that personnel cuts are needed, more precisely it says that 13,000 budgets are needed, PSD requires expenditure cuts, so that each institution can decide where it makes discounts. “This does not exclude a certain discount of personnel,” explained Sorin Grindeanu, the interim chief of the PSD, on Tuesday in Parliament.
Grindeanu also asked for the reform of the local and central administration to be discussed in the package:
“If we talk about the reform, I think it must include many other things, not just dismissals and people out. These things have to happen in the local administration, and in the central administration. Because we have ministries that have many decentralized in the counties, which can be combined, restructured.”
The leaders of the coalition were also called to Cotroceni by President Nicușor Dan to discuss how the administration reform will be made. Then, the conclusion was that the decision, at least in the coalition, had to be taken until September 15, a deadline.
