Jens Stoltenberg's book, which covers the period of its management of NATO from 2014 to 2024, describes in detail the challenges they set for the alliance of Donald Trump's actions. According to a Norwegian politician, Donald Trump has repeatedly threatened European allies that the US could abandon their obligations to NATO if Member States did not increase defense expenses.
President Trump's biggest reservations concerned Germany and France. The US President alleged that “they do not pay what the US is guilty”, and their defensive budgets were only a fraction of the general NATO budget.

In 2018, expenditure on defense of Denmark, the Netherlands, Germany and Norway did not exceed 1.5 percent. GDP, which caused the frustration of Donald Trump. According to Jens Stoltenberg, the American president even considered limiting the membership of these countries to a status similar to Sweden, which at that time was not a NATO member, but used a security guarantee.

He was supposed to apologize to Jens Stoltenberg many times for the controversial statements of Donald Trump and give him tips on how to avoid conflict escalation.
