The first stage of the agreement, which assumed a ceasefire, the exchange of hostages and the bodies of those killed for Palestinian prisoners, as well as the partial withdrawal of Israeli armed forces, has not yet been fully implemented. So far, Hamas has only returned the bodies of four dead hostages, prompting criticism from the US president. During the peace summit in Egypt, Trump pointed to the need to start rebuilding the Gaza Strip, claiming that the second phase had already begun. In one of his statements, he even suggested that individual stages of his plan could be implemented simultaneously, regardless of the original order.
According to the plan, Israel is to eventually withdraw its troops from almost the entire territory of the Gaza Strip, leaving only a buffer zone along the borders. The next step is to be the formation of the International Stabilization Force, which, however, has not happened yet. American negotiators indicate that the basis of these forces will be a task force consisting of 200 soldiers from the USA, Qatar, Saudi Arabia, the United Arab Emirates and Turkey.
During the summit in Sharm el-Sheikh, contrary to previous announcements, a 20-point peace plan was not signed, but a document titled “Trump's Declaration for Lasting Peace and Prosperity.” This declaration, although general, expresses support for the US president's initiative, commitment to peaceful conflict resolution and the fight against extremism.
However, already when the second phase was announced, there were signals that the terms of the agreement were not fully respected. Israel has limited the number of humanitarian aid trucks entering the Gaza Strip to 300 per day, despite previous commitments to allow twice that number.

In turn, within the Strip itself, there are tensions between Hamas and other Palestinian groups. Hamas claimed responsibility for the execution of seven men, Reuters reported, which was documented in a widely circulated video.
Trump referred to these events before his trip to Israel, claiming that Hamas had received temporary permission from the US to maintain order in the war-ravaged territory.
