The spectrum of mass exemptions in US agencies. The White House warns


According to the BBC, in the note, the Budget and Management Office requires federal agencies to start developing plans for “employment reduction” for programs whose financing expires if the Congress does not meet the budget date on September 30.

The warning appeared after Trump on Tuesday refused to meet democrats who want to secure healthcare financing as part of budget negotiations.
“We remain in the hope that the Democrats in Congress will not lead to the closure of the government, and the steps described above will not be necessary,” it was written in the note, which BBC cites.
The budget office note warns against permanent exemptions, in particular in the case of federal programs, projects and activities that do not have alternative sources of financing and are “incompatible with the president's priorities.”

As BBC explains, many federal government agencies are the annual financing approved by the Congress. Each year, these agencies submit applications that Congress must pass, and the president must sign the budget act for the next tax year.
Government shutdown takes place if the agreement is not reached before the start of the tax year on October 1, which means stopping all irrelevant discretionary functions.

Last week, Republicans in the House of Representatives – together with one democrat – adopted a short -term means aimed at maintaining government financing by November 20, but Democrats in the Senate blocked the law.
Instead, they proposed their own plan that would restore financing the healthcare system, which consists of millions of disabled and low -income Americans.
On Tuesday, Trump said that he was canceling the meeting with the leaders of the Democratic Party Chuck Schumer and Hakem Jeffries, saying that their demands are “frivolous and ridiculous”.
After the appearance of information about the project of exemptions on Wednesday, the Democrats accused the White House of the use of intimidation tactics.
