The Minister of Energy urges Romanians to portray to the three suppliers who have lower prices than the ceiling / one of the companies, amended by ANRE for contracts concluded without the client's consent.

The Minister of Energy, Bogdan Ivan, recommended to the Romanians to portray the suppliers who have prices below the ceiling of 1.3 lei/kWh to lower their invoices, showing that there are three offers under this ceiling. He did not give any company names. Among the three suppliers with prices below the ceiling is Grenerg, a company recently fined by the National Energy Regulatory Authority (ANRE) for 84 deviations, including the conclusion of contracts without the agreement of the clients.
Recently, after a meeting with the representatives of the IMF, the Minister of Energy, Bogdan Ivan, wrote on Facebook that he discussed how to eliminate the power of energy prices influences the competitiveness of the economy, but also about how, “on a fully liberalized market, operators begin to lower prices to attract customers.”
“There are already 3 commercial offers in the market with a price of less than 1.3 lei/kWh, the value at which the price was capped until July 1,” said Ivan.
A few days before, in a press conference, the minister had also said that there are three suppliers with prices below the ceiling of 1.3 lei/kWh, while the average market price is 1.5 lei/kWh, the fourth highest price in the EU and over the European average of 1.28 lei.
In July, Ivan had recommended people to move to suppliers who have offers below 1.3 lei/kWh, recalling that this can be done for free, in 24 hours. At that time there were only two offers.

The cheapest supplier remains Hidroelectrica, with a price of 1.07 lei/kWh for new contracts, according to data from the price comparator on ANRE, consulted by HotNews. Next is Nova Power & Gas, with 1.12 lei/kWh.
The third on the list is a less known name: Grenerg. The company offers electricity to domestic consumers for 1.2 lei/kWh. Grenerg recently entered the top of the cheapest suppliers, not being present before in the first ten positions.

In June, ANRE announced that it had amended Grenerg with 740,000 lei for 84 deviations, after the complainants of some people who woke up to be customers of this company without signing a contract.
The authority that regulates the energy market has then announced that it has been controlled at the giant “taking note of a series of information that appeared in the public space on the potentially abusive behavior of an electricity supplier, as well as a series of notifications received from consumers”.
Freedom wrote that several inhabitants of some communes in Călărași and Tulcea counties complained that Grenerg representatives conducted polls on the installation of solar panels in localities, but their signatures were then used for new electricity contracts and the transfer to the new supplier.
“Regarding the notifications regarding the abusive change of the supplier (consumers received invoices from Grenerg, although they had not chosen this supplier), the control was completed with a fine of 340,000 lei, in which 34 facts were sanctioned with 10,000 lei each,” ANRE said.
“The fact that the Romanians received invoices from a supplier they did not choose, as well as the fact that they were invoiced by not observing the ANRE regulations, is unacceptable. I send to all energy suppliers: manipulation practices, misleading or fraudulent use of customer data will not be tolerated. ANRE President George Niculescu.
The deceived customers returned to the old supplier, but Grenerg received a fine from ANRE in August
HotNews.ro asked Anre how many customers were cheated by the company and how to solve the situation.
- “As a result of the complaints of 34 customers, who were in the situation of being deceived by Grenerg SRL through contracts for supplying electricity, applied contraventional sanction, with a fine for each case. The customers returned to the initial supplier.
- We refer strictly to the situation of the clients who notified ANRE, and following these notifications our institution has carried out control actions.
- Other deviations found: 53 violations of the supply regulation, of which 50 sanctioned with a fine and 3 with warning for which the contraventional sanction with a fine in total 400,000 RON – maximum admitted by the legislation was applied, ”the institution replied.
Meanwhile, ANRE has carried out a check in Grenerg at the end of August, and the supplier received a new contravention fine for refusing to provide the information required by the regulatory authority.
Grenerg received the electricity supply license in 2015. In June 2025, the license was renewed for the next 10 years.
The total number of clients communicated by Grenerg on May 28, 2025 (during ANRE's control) was 23,421, of which 97% domestic customers.
Ask how he appreciates the fact that a company fined for multiple irregularities has reached the third place among the cheapest energy suppliers in Romania for domestic customers, ANRE representatives replied:
“The establishment of the final price from the offers for the supply of electricity is made on the basis of the price of electricity purchase (from term markets, direct bilateral contracts, spot markets, imbalances) and its own supply costs. According to the law, ANRE has to make and make available to the public a tool for comparing the offers the frequency/amount of the fines applied to it ”.
The offer that Grenerg now proposes to consumers is valid until September 30, with a contract for an indefinite period, with the price of 1.2 lei/kWh. The invoice will be sent by mail or courier, and the payment period will be 20 days.
