The Minister of Health, about the managers of hospitals with private mothers: “It is legal, but totally immoral”

The Minister of Health, Alexandru Rogobete, denounces the phenomenon by which public hospitals in Vâlcea put their mothers in the shareholding of a private hospital, attracting personally from the public system. The official promises legislative changes to prevent similar situations.

Minister's reaction and prepared measures
Asked how he sees the conclusion of the Vâlcea County Council, who showed that the managers did not violate the law, Rogobete said: “I am totally against this phenomenon – by which patients are moved from public to private. I have said it public many times, including I have made a series of legislative changes-of course, they will be served. We have made available to the patients an electronic form on the page of the Ministry of Health, where we can notify us, and we have notifications that we have already given to the integrity service of the Ministry of Health and the Control Body. These situations will be investigated. They are also from Cluj, and from Timișoara, and from Iași, from Bucharest, and from Oradea and from other localities. I know the situation very well, I discussed it including with the president of the County Council”.
The minister explained that, at present, Law 95 on the incompatibility of the manager refers strictly to his personal activity. “But because there is this phenomenon that I know, we have already discussed with colleagues in the Ministry of Health, from the Legal Department-we will modify Law 95, we will extend it including for grade I. Thus, if you are the manager of the health unit, you are not allowed to have business in the medical field and neither the relatives of the first degree.”.
Legal, but immoral
Regarding the stay of the two managers, Rogobete stressed: “According to the legislation we have now, I cannot have another opinion – because they forbid them to have a business. Today, I have no evidence that any patient in the hospital I was driving has been moved to the private mother's clinic. I have no evidence, not that I have no doubt that it will not be that way. For this reason, I said that We will amend Law 95 And we will be more attentive and stricter in the area of incompatibilities. (…) It's legal, but it's totally immoral ”.
The current law emphasizes that the function of hospital manager is incompatible with any “Other salary, non -salary and allowable functions“(With certain exceptions), with the exercise “Any activity or any other manager function” and with “Exercising an activity or a member function in the management structures of another hospital unit”.
