In Norilsk, a working meeting of the Commissioner for the Protection of Entrepreneurs in the Krasnoyarsk Territory Olga Zagitova with representatives of the city government, the deputy corps, business universities and Norilskel company took place.

The visit has become part of the program to strengthen partnership between power and business in the Arctic territories. The main goal is not only to identify the systemic problems that entrepreneurs face in the north, but also to develop specific mechanisms for their operational solution.

Opening the meeting, the chairman of the Norilsk City Council of Deputies, Alexander Pestryakov, emphasized the importance of such a dialogue: “For an ordinary person and even an entrepreneur, the work of the authorities with the entrepreneurial community is often not visible. But this work is carried out, without it the life of the city is not built. Our task is to create conditions for this work to be as effective as possible, and the dialogue is open, ”he asked the tone of discussion.

One of the acute topics was the execution of contracts and the timeliness of calculations. Olga Zagitova drew attention to cases of delay in payments, which is especially painful for small businesses. Entrepreneurs are often afraid to officially declare problems, fearing to get into “gray lists” and lose future orders.

“This is a systemic problem that requires our close attention. Often, weight categories of small business and large customers are simply disproportionate, and entrepreneurs do not understand how to protect their rights. I propose to use the institution of the Commissioner as a connecting link, as a platform for a constructive dialogue, where you can quickly disassemble each specific case without bringing the case to court. We are ready to act as a third party to develop conditions of a quick solution to the problem, ”Olga Zagitova emphasized.

Representatives of the Norilsk administration, in turn, noted that work in this direction is systematically conducted. According to Inna Zakiryaeva, deputy head of the city for economics and finance, there are no delays under the contracts under 44-ФЗ, and interaction with the prosecutor’s office on this issue was clearly built. Difficulties arise with contracts under 223-ФЗ and with some municipal enterprises, but here the situation is aligned due to the construction of schedules for repayment of debts and constant control, which already shows positive dynamics.

The second key barrier for business development in Norilsk is the availability of land with finished infrastructure. Entrepreneurs often have worked out projects, for example, in the field of tourism, but cannot implement them due to the inability to independently bring expensive communications. During the discussion, the idea of ​​creating a specialized tourist park by analogy with industrial parks, where the infrastructure would be summed up centrally. Director of the ANO “Norilsk Development Agency”, deputy of the City Council Maxim Mironov, said that this work has already begun: together with the property management, the agency defines and “packs” land plots suitable for business, with preliminary assessment of connection costs.

The speaker of the Norilsk Parliament, Alexander Pestryakov, drew attention to another important problem – the mismatch of federal and regional support measures to the northern realities. The cost of the implementation of any project in the Arctic is several times higher than on the “mainland” due to logistics and labor costs.

“The effectiveness of state support is often estimated by the number of jobs created on the invested ruble, and by this criterion the North always loses. We propose to introduce special increasing coefficients for the Arctic territories in the distribution of subsidies and grants similar to our district salary coefficients. This will create equal competitive conditions for entrepreneurs of the entire region, ”said Alexander Pestryakov.

A separate block of discussion was dedicated to the investment climate. Discussing the positions of the Krasnoyarsk Territory in the National Rating of the Agency for Strategic Initiatives, Olga Zagitova noted that our region focused on overcoming challenges in such areas as the terms of technological connection to networks and administrative procedures. At the same time, Norilsk demonstrates confident growth in the framework of the municipal rating: according to the Investclimat block, the city rose to 7th place (for comparison, in 2023-21st). Such results were achieved thanks to active systemic work on the introduction of regional investments and building effective interaction with investors.

During the meeting, issues of reducing administrative and strength pressure were also discussed. Olga Zagitova noted that often entrepreneurs confuse these two concepts, and emphasized the importance of educational work. She introduced the participants to the participants, developed jointly with the prosecutor's office of the Krasnoyarsk Territory, which explain the rights and obligations of the business when interacting with law enforcement agencies and help minimize the risks of criminal prosecution.

We have a large -scale grant program with a volume of 155 million rubles a year, and we are ready to continue to invest in the development of business in the territory. ”

Summing up, Olga Zagitova reported that all voiced proposals would be taken into study. She also added that work to improve investment climate is carried out at the highest level: “On behalf of the Governor of the Krasnoyarsk Territory Mikhail Kotyukov, the authorities have already developed roadmaps for each lagging position in the national rating. Our meeting today is a good element of this great work, which allows you to fill these cards with real content and take into account the specifics of the Arctic territories, ”she summed up.
