Contract of mandate – how many people in Poland work like that? New data about “garbage trucks”
In Polish reality, the term “junk contract” is a colloquial, often critical definition of civil law contracts, such as a mandate contract or a specific work contract. This term is not a legal but social concept. It is used when such contracts are applied instead of an employment contract, despite the fact that the nature of the employee's duties would indicate full -time.
How many people in Poland work on such “garbage trucks”? The Monday experimental publication of the Central Statistical Office answers this question. “On the last day of March 2025, work only on the basis of mandate and related contracts was performed in Poland by 1 million 394.9 thousand. people” – we read.
People without employment contracts came. The indicated result is by 5.5 percent higher than in March 2024. At the same time, it is worth noting that compared to December 2024, this number decreased by 2.4 percent.

Who works on “garbage trucks”?
According to the CSO data, among the general ones performing work only on the basis of mandate and related contracts Most are men. Their share was 51.4 percent. And it was 0.7 percent more than a year earlier and 0.4 percent more than at the end of December 2024.

“Compared to March 2024, both the number of men and women performing work only on the basis of commission and related contracts increased by 7 % and 4 percent, respectively. However, compared to December 31, 2024, their number decreased by 1.7 percent and 3.1 percent, respectively, respectively” – officials calculate.
Where is the most “garbage”?
The median age performing work only on the basis of mandate and related contracts was 42 years. Most people doing such work were focused on the “Administration and supporting activity” section, which includes, among others Activities of employment agencies providing employment services. As of March 31, 2025, it was 304.6 thousand. people, i.e. 21.8 percent of all performing work only on the basis of such contracts.
Second in terms of the number of people performing work only on the basis of commission contracts and related section – “Industrial processing” focused 10.8 percent. all contractors.
“Most people performing work only on the basis of mandate and related contracts lived in the Warsaw capital region and in the Silesian region – 186.5 thousand respectively. and 165.1 thousand peoplewhich accounted for 13.4 percent and 11.9 percent total ” – lists the Central Statistical Office.
