The system of extended responsibility of producers (ROP) in the proposed shape will excessive burden of smaller entrepreneurs – said on Tuesday the spokeswoman of the SME Agnieszka Majewska. She appealed for changes in the draft act on packaging, which includes these regulations.


As indicated in the announcement, in the opinion of the spokeswoman in the draft of the Act on packaging and packaging waste prepared by the Ministry of the Climate and Environment, there were solutions requiring modification, “that they fully take into account the situation and needs of micro, small and medium-sized enterprises.”
Majewska noticed that the concept Extended responsibility of producers (ROP) In its current shape, it can lead to excessive loads for the SME sector. At the same time, she appealed to the Ministry of the Environment to consider the introduction so -called hybrid model, which, like the solutions used in other EU countries, would provide – in her opinion – greater efficiency while maintaining key control and supervisory competences on the side of public administration.
We want the ROP to not be a barrier to conducting business, but to support entrepreneurs in fulfilling environmental obligations. That is why we offer solutions that on the one hand will increase the effectiveness of waste management, and to the other will secure the interests of the smallest companies – pointed out the spokeswoman cited in the announcement of the RMŚP office.
Majewska also drew attention to the need to simplify the procedures for concluding contracts and considering applications by the National Fund for Environmental Protection and Water Management, which is to be responsible for the organization of ROP.
She also informed that entrepreneurs postulate the extension of public consultations regarding the bill due to its complexity and significant consequences, which will result from the entry into force of the new regulations.
Pursuant to the draft Act on ROP, the manufacturer is to be responsible for products of products, which it provides for the first time on the territory of the country or unpacks, but is not their final user. The manufacturer's duties in the field of ROP will include the costs of selective waste collection generated from these packaging, followed by their transport and processing. However, these costs will be reduced by revenues from re -use and from the sale of materials from the processing of these waste. (PAP)
