According to Volker Türk, a UN Commissioner for Human Rights, garbage penalty is currently used in North Korea for many new crimes. One of them is distribution and watching foreign media content, including movies or series. At least six new regulations have been introduced that allow death to death for such actions. The number of public executions has also increased from 2020.

According to the UN report, people from the poorest families and orphans are a force incorporated into special employee brigades, where they perform dangerous construction and mining works. Accidents at work places often occur, and those who die in them are called heroes who “devoted their lives to Kim Jong Una”.
The UN report also confirmed the existence of labor camps and political prisons. Four such facilities are still operating, and prisoners are starved and tortured. Death due to exhaustion seems to be everyday life there, although some limited corrections were noted – including reduction of physical violence against prisoners.
The UN appeals to the international community for intervention in the International Criminal Court. The final decision, however, depends on the UN Security Council, whose members stood – China and Russia – repeatedly opposed the sanctions against Pyongyang.
Kim Jong Un recently appeared at the Military Parade in Beijing alongside XI Jinping and Vladimir Putin, which, according to analysts, confirms the silent support of these countries for the activities of the North Korean regime. Meanwhile, the UN repeats appeals for the liquidation of labor camps, the abolition of death penalties and the education of residents in the field of human rights.
