The money will be used to ensure the payment of treatments abroad of Romanian patients with serious diseases. In addition to the 20 million lei allocated directly from the reserve fund available to the Government, the Executive approved on Thursday's meeting that the Ministry of Health could borrow another 20 million lei – “commitment credits”, for the same reason.
The Ministry of Health has transmitted to the Government that it needs this money “in order to ensure treatments abroad for certain categories of patients, treatments that cannot be performed in Romania, for patients with serious and very serious conditions”.
“This supplement comes to the support of the patients who carry out the treatments in several stages, depending on the date of programming and who must be provided continuity in their realization, according to the therapeutic plan established by the doctors of the sanitary units abroad,” according to the exhibition of the project approved by the Government.
How to justify the emergency: the Ministry of Health speaks of “an unforeseen situation”
“The urgent character of this situation is generated by the significantly increased number of patients, who are waiting for approval for the financing of the necessary treatment for more than 40 days, given that most cases are included in the category> and for which the lack of access to treatment can have very serious consequences on the state of health,” explained the Ministry of Health.
The need for the 20 million lei, but also the possibility of loan, also comes in the context in which the Ministry of Health was obliged by the court to pay the treatment of a patient diagnosed with a rare disease.
“It is justified by an unforeseen situation, generated by the pronouncement by the Craiova Court of Appeal of the Civil Sentence no. The value of the necessary treatment, whose cost is about 6,400,000 lei ”, according to the Ministry of Health.
“Only the cost of treatment for this patient represents ¼ of the budget allocated for the whole year 2025, not being able to anticipate the emergence of this payment obligation at the time of elaboration of the budget”, according to the project approved by the Government.
The program of treatments abroad has 43 files on the waiting list, worth about 13 million lei, the Minister of Health, Alexandru Rogobete said on Tuesday.
The Ministry of Health will receive money to cover all the treatments abroad on the waiting list
