The government announces a formal revision of the KPO. Will ask the EU to move milestones

The ministry of funds would like to obtain a government mandate for the formal revision of the KPO at the turn of September and October, which would allow it to launch it in October – Deputy Minister Jan Szyszko informed PAP and PAP. Then the payment of approx. PLN 28 billion from the previous application is also expected.


– On Monday, we are starting informal negotiations with the European Commission regarding the revision of the KPO (National Reconstruction Plan – PAP). We want to move milestones for a few months regarding the implementation of investments financed from KPO grants, thanks to which investments that would be threatened will be implemented – said Deputy Minister of Funds and Regional Policy Jan Szyszko in the lobby of the Economic Forum in Karpacz.
As an example of such a shift, he gave a project to build an installation terminal for wind farms in Gdańsk, whose milestone was replaced from the opening to the completion of technical works.
However, there is no question of entering new investments in the KPO – he reserved.
The deputy minister pointed out that Monday's talks with the EC are informal, and he would like to obtain a government mandate for a formal revision of the KPO at the turn of September and October, which would allow it to launch it in October.
– This means that the last payment from KPO may take place this year after the search – he noted.
He informed that in October a payment from the previously submitted application should be sent from Brussels, in the amount of approximately PLN 28 billion.
In July, the head of the MFIPR Katarzyna Pełczyńska -Nałęcz informed PAP that the ministry was planning to carry out only one major revision of the KPO in autumn this year, instead – as planned before – one small and then another larger. She explained that as part of the last change of KPO, additional funds for water and sewage investments in rural-urban communes are to be directed. The next goal of the search will be renegotiating several dozen indicators of the implementation of investments under KPO, which Poland is obliged to complete to receive funds. Among them, she mentioned the softening of the so -called milestones for the implementation of spatial development plans by municipalities and for the construction of data processing centers.
The national plan for reconstruction and increased immunity (KPO) is to strengthen the Polish economy; It consists of 57 investments and 54 reforms. It provides for Poland EUR 59.8 billion, including EUR 25.27 billion in the form of a subsidy and EUR 34.54 billion in the form of preferential loans. Poland has received PLN 67 billion so far.
Polish KPO has been changed three times so far. The first revision was accepted by the EC in November 2023, the second in July 2024, and the third in June this year. The latter assumed primarily the creation of a security and defense fund, strengthening of the National Labor Inspectorate, creating a guarantee fund for loans for companies, introducing funding for the exchange of tachographs in trucks and a double increase in the number of insulated schools with funding from KPO.
