“Some hysteria is constantly being superimposed on the fact that Russia allegedly planned to attack Europe. I think, for sane people, it is clear: this is a provocation or complete incompetence. Any sane person is well aware that Russia never had and will not have any desire to attack anyone,” Putin said.
