The support program for this sector caused a wave of criticism, including because of allegations of lack of transparency, delays in recruitment and unclear criteria for granting subsidies. Doubts also concerned whether HoReca should be treated as a strategic industry, especially since other key sectors of the economy are still waiting for their support instruments.

The case ended with the resignation of the President of the Polish Agency for Enterprise Development, and the opposition raised allegations of favoring selected companies and a lack of supervision over billions of euros from EU funds.
