The National Union of Communes and Cities in Romania (Score) announced on Thursday that it has decided to trigger an unlimited protest, in a sign of dissatisfaction with the massive reduction of positions and the measures included in the “package II” announced by the Bolojan Government.
“The glass has been filled!” A day flies, a day does not fly. Today does not fly! “,” transmits the National Union of Communities and Cities of Romania (Score), which announced the closure of all the town halls in the country, starting August 29, if the Government does not give up the measures considered “abusive” on the local administration.
The decision comes after seven weeks of negotiations without result between the union and Prime Minister Ilie Bolojan. The 2 measures package provides for drastic cuts for the local public administration: the 25% reduction of the number of civil servants in the town halls, over the 10% decrease applied last year.
“After 7 weeks of the” deaf dialog “between the mayors of the communes and the National Score Syndicate, on the one hand, with Prime Minister Ilie Bolojan, on the other hand, the so-called” package 2 “of measures regarding the local public administration was put on the table today in a form that demolishes the town halls of the communes and of the small cities” explain score.
Each third employee in the town halls must leave
The union draws attention that while reducing the staff at central level, announced to 20%, delay in the mayors each third employee should leave, although they are “the worst paid among all the budgets”.
Another hot point is related to the 60,000 personal assistants of the disabled persons that the Government had promised to take over the state budget, but, according to the last project variant, the responsibility remains at the mayors.
“Dubbing the apparent expense with salaries, this artifice will make most of the mayors seem that they cannot cover their salaries from local taxes and taxes, taking them to the offender of Prime Minister Ilie Bolojan-” The menu for the poor “,,” shows score.
The union accuses the government and discrimination.
“With challenge and arrogance on the face, the county councils are expressly exempted from this rule, although no county council covers their salaries from their own revenues”, is shown in the statement.
The introduction of the “half of the civil servant”
The most contested measure is the introduction of the so-called “half-official half”.
“The introduction of the” half of the civil servant “, by half the norm for the civil servants in office, represents the purest form of political treatment of the officials who defend the legality of the budget execution, of the public procurement, of the urbanism or of the administrative acts, without any connection with the budget deficit!” warns score.
“For all these reasons, tomorrow, indefinitely, we enter the protest that can be nicknamed” A day flies, a day does not fly. Today it does not fly! “, Like the show announced to the circus, with the flying ravine.
The model of Ilie Bolojan – the half of the civil servant assumes that one day will work at a town hall, and the next day at another town hall.
Our countrymen have to understand what this model means: you live in the town hall and you find that … today they do not fly! “, transmitted the union of communes and cities in Romania.
The tense context coincides with the moment when the Government will take responsibility in the Parliament for the “package II” of fiscal measures, which also includes these discounts.
The Ministry of Development transmitted on Thursday, August 28, to the Economic and Social Council the final variant of the draft law: a quarter of the positions in the town halls will be abolished, depending on the population related to January 1, 2024 by the National Institute of Statistics.
The local authorities will have 30 days to adopt the decisions that apply the new provisions and 60 days to complete the reorganization.
Until then, the town halls put the lock on the door and announce an unprecedented protest.
“Until Monday, the Government also has the opportunity to correct these gross abuses on the local public authorities!”, The Score Syndicate transmitted at the end of the press release.
