Cabinet council and discrepancies on finance and budget. Bogucki: The president will demand a response to writing

The head of the Chancellery of President Zbigniew Bogucki said that the president and the budget of the President and the government remain in the discrepancy. The president will demand a response from the government and the Minister of Finance Andrzej Domański where the answers did not sound on the cabinet council – he added.

On Wednesday, a meeting of the Cabinet Council was held – the government meeting under the chairmanship of the president. It was devoted to such issues such as: public finance, development investments, including the construction of the Central Communication Port and nuclear power plants, as well as the protection of Polish agriculture. The meeting was attended by: President Karol Nawrocki, Prime Minister Donald Tusk and ministers of his government, as well as representatives of the presidential office.

– As for the issues of finance and the budget, the president and government remain in the discrepancy, which is why the president will strongly demand response in writing, and he was articulated. We will expect in the President's office to answer in a written formula where these answers did not sound or sounded in the insufficient scope – informed Bogucki journalists after the meeting of the office council.

The head of the Chancellery of the President also assessed that “we are dealing with such a square of the minister (Andrzej) Domański, and thus also this government and Prime Minister Tusk when it comes to public finances and deficit.” – It can be said that this is the four Apocalypse Riders, because on the one hand we know that this budget, which is currently, is one third of the funds for expenses comes from loans, i.e. we are dealing with very strong debt – he pointed out.

– The second issue is nearly 50 percent. It is a deficit when it comes to revenues. Another issue is nearly PLN 50 billion, lower revenues this year than in the previous one, although we still have economic growth – mentioned Bogucki. He added that the fourth problem is PLN 182 billion specified as expenses and non -budgetary funds.

According to Bogucki, in all these four points we are dealing with historical achievement. – I mean, it was never so bad when it comes to the budget – summed up Bogucki.

Bogucki: The President does not allow the situation that the veto is celebrated by the ordinances

President Karol Nawrocki does not allow a situation in which his veto would be celebrated through various types of executive acts, such as ordinances – said the head of the Chancellery of President Zbigniew Bogucki on Wednesday. He estimated that such decisions are unconstitutional.

On Wednesday, Bogucki at a press conference after the meeting of the Cabinet Council was asked, among others about the announcement of Prime Minister Donald Tusk regarding the fact that windmills will arise and found ways to intensify these actions with the power of regulation.

– Mr. President does not allow such a situation in which the presidential veto, which can of course be rejected by a qualified majority of votes, in accordance with the Basic Law in the Polish parliament, was celebrated through various types of acting. These types of decisions are unconstitutional – he said.

In his opinion, such action would be an attempt to bypass the constitution and legal order and an attempt to distort the Polish system. – By the will of the nation, the President of the Republic of Poland is a guardian of the Constitution, at the will of the nation he has appropriate powers and prerogatives, and everyone, including the prime minister of the Polish government, should follow these prerogatives – emphasized Bogucki.

The head of government during the open part of the Cabinet Council raised the issue of the vetoed so -called windmill law, which contained regulations regarding the construction of wind turbines and provisions regarding the extension of freezing energy prices in the fourth quarter of this year. – I have information, Mr. President, that windmills will arise and we found ways to intensify our activities by power. Weto will also be not very effective. Perhaps the president will be dissatisfied with this, but I will be satisfied – Tusk asked Nawrocki.

Bogucki: The President received assurance of the negative position of the government on a contract with Mercosur

The head of the presidential office said on Wednesday that after the meeting of the office council there was one very positive news: President Nawrocki obtained assurance from Prime Minister Donald Tusk that the position of the Polish government as to the contract with Mercosur is negative. – The president is in this respect, from this declaration, for now from the Prime Minister (…), satisfied – said Bogucki.

He also announced that in the near future the president would talk to the Italian Prime Minister Giorgia Meloni about an attempt to build a minority blocking the contract in the EU Council, for which – as he said – three large countries are needed.

Earlier, during the Cabinet Council, Prime Minister Donald Tusk reported that work is underway to introduce a mechanism of partial blocking or correction, if in connection with the agreement between the EU and the common market of the South (Mercosur) there would be threats on European markets. The Ministry of Foreign Affairs also referred to the matter. “Poland will vote against the Mercosur agreement,” wrote the ministry on X.

Bogucki said during a briefing that the president also expects “specific documents” from the government regarding the influence of agricultural products from Ukraine to Poland to “react in the most adequate way.”

Bogucki emphasized that in the CPK case between the Chancellery of the President and the government there are “obvious discrepancies” and Nawrocki will expect from the government the explanations regarding, among others delays in the implementation of the project.

The issue of atom raised during the Wednesday meeting of the office council. Bogucki said that – in the president's opinion – we are dealing with far -reaching irregularities, things that can be done much faster, which raises his serious anxiety. (PAP)
