Venislavsky as a co -author of the bill said that the document is a continuation of the initiative of the President of Ukraine Vladimir Zelensky to allow Ukrainian men aged 18–22 years to freely go abroad, because they are not subject to mobilization if they are not registered with military service.
Consequently, the bill No. 13685 proposes to amend a number of applicable laws, in particular, regarding the order of entry/exit.
“Those people who are 23 and next 24 this year – they can limit the freedom of movement, and the rest cannot be limited. So far, a person is not 23 years old – he can move freely,” the people's deputy explained.
Venislavsky noted that the topic of age now remains debatable. It all depends on the position of the Ministry of Defense, the military and political leadership of the country.
