

According to the Minister of Foreign Affairs of Norway Espen Bart Aide, the President of Ukraine Volodymyr Zelensky turned to Norway with a request to “help to provide Ukraine with electricity and warmth before the onset of a new winter.”
“I am very glad that we were able to positively answer this request,” the minister commented.
New financial assistance is provided in addition to the previously allocated 1 billion Norwegian crowns for the purchase of gas in March 2025, the government explained. As before, the funds will be directed through the European Bank for Reconstruction and Development for NAK Naftogaz Ukraine for the purchase of gas from Western suppliers.
It is expected that the total amount of Norwegian support in 2025 will provide gas supply, and hence the heat and power supply for about 1 million families during the heating season of 2025–2026, the authorities emphasize.
Imported gas will be used for consumption and emergency storage in case of new Russian attacks on gas infrastructure.
“This support is part of the Nansen Norwegian program for Ukraine. Since 2022, Norway has provided Ukraine with a total of 4.6 billion Norwegian crowns (about $ 448 million) for gas purchases,” the country's government emphasized.
Context
Norway helps Ukraine withstand Russian aggression since the beginning of a full -scale war. As reported on the website of the Norway Government, in 2022 it allocated to Ukraine about 10.7 billion Norwegian crowns (approximately $ 1.05 billion) of civil and military assistance. In 2023, Norway provided Ukraine with military support in the amount of about 11 billion Norwegian crowns ($ 1.08 billion). Oslo helped Kyiv in 2024. Norway also took the obligation to provide Ukraine with at least 155 billion Norwegian crowns (about € 13.2 billion) as part of the Nansen support program for the eight-year period from 2023 to 2030, the Norwegian government said.
On April 4, 2025, the Norwegian government reported that Norway would increase Ukraine’s support in 2025 by 50 billion Norwegian crowns ($ 4.6 billion) – up to 85 billion Norwegian crowns ($ 7.8 billion).
On April 23, the Norwegian government announced an increase in Ukraine’s support, allocating 2.4 billion Norwegian crowns (about $ 157 million) to the Fund for Assistance, Restoration, Reconstruction and Reforms (URTF), created by the World Bank.
