Polish deficit made in 54.3 percent MF provided the latest budget data

The budget deficit after July 2025 amounted to PLN 156.7 billion, i.e. 54.3 percent plan – results from the estimates of the Ministry of Finance, published on the department's website. After June, the deficit was PLN 119.697 billion. Income after July amounted to PLN 313.8 billion, i.e. 49.6 percent plan, and expenses: PLN 470.5 billion, i.e. 51.1 percent plan.

“In comparable conditions, i.e. without reform of JST shares, the state budget revenues in January-July would amount to PLN 392.5 billion, i.e. PLN 78.7 billion more and would be PLN 36 billion higher than in the same period of the previous year, i.e. 10.1 percent more in terms of rdr. PIT and CIT between the state budget and JST ” – the Ministry of Finance pointed out in the communiqué.

In January – July 2025, the state budget revenues amounted to PLN 313.8 billion and were lower by approx. PLN 42.7 billion (i.e. 12 %) compared to the same period of the previous year (PLN 356.5 billion, i.e. 56.9 percent of the plan).

According to the Ministry of Finance, the tax revenues of the state budget amounted to PLN 277.3 billion and were lower in relation to the implementation in January – July 2024 by about PLN 41.7 billion (i.e. 13.1 percent), including:

– VAT revenues amounted to PLN 188.3 billion and were higher by approx. PLN 17.9 billion (i.e. 10.5 percent) in relation to the implementation in January – July 2024;

– excise duty income amounted to PLN 51.4 billion and was higher by approx. PLN 0.9 billion (i.e. 1.9 percent) in relation to the performance in January – July 2024;

– CIT tax revenues amounted to PLN 40.4 billion and were higher by approx. PLN 2.5 billion (i.e. 6.5 percent), compared to the performance in January – July 2024;

– PIT tax revenues amounted to PLN -15.6 billion and were lower by PLN 64.4 billion in relation to the implementation in January – July 2024.

“In comparable conditions, without reform of JST revenues, the state budget revenues from PIT would be about PLN 55.7 billion, i.e. 14.2 percent more yaws” – the Ministry of Finance wrote in the commentary.

In January – July 2025, the execution of non -taxable income amounted to PLN 35.6 billion and was lower by approx. PLN 1.3 billion (i.e. 3.6 percent) in relation to the performance in January – July 2024.

“When comparing data on the implementation of the state budget in the field of PIT and CIT, it should be remembered that from 2025, the reform of the financing of local governments came into force, which changed the share of JST in PIT and CIT. Therefore, the shares falling to the budget of the state are incomparable between these years” – wrote the ministry.

The Ministry of Finance said that the amount of shares transferred to JST for participation in PIT income in January-July 2025 amounted to PLN 120.4 billion.

“Compared to the amount of PLN 42.5 billion transferred in the same period of the previous year, this is an increase of PLN 77.9 billion (183.2 percent), yields in January-July 2025, the total revenues of the public finance sector (i.e. the state budget and JST) from PIT amounted to PLN 104.8 billion and were higher by PLN 13.5 billion (14.8 %) in in relation to the same period of the previous year ” – it was written in a statement.

“In January and February 2025, installments in amounts of 2/13 shares planned for the whole year were assigned. The remaining installments in the following months of the budget year 2025 constitute 1/13 of the amount planned for the whole year” – added.

In a press release, the Ministry of Finance also drew attention to changes in excise duty.

“In the case of revenues from the state of excise duty, the changes should be remembered that have entered into force since 2025. From January 1, 2025, excise duty for ethyl alcohol, beer, wine, fermented drinks and indirect products increased by 5 percent. – written. (PAP Biznes)
