In Norilsk, the Krasnoyarsk Territory was the official opening of the Bashny socio-cultural center.
The Tower is located on Leningradsky Prospekt, in one of the two houses that are a “gate” to the city. They were built in 1951 according to the project of St. Petersburg architects of Vitold Neskochitsky, Lydia Minenko and Mikael Mazcanyan. The building was placed in the building.
“The scientific and technical library previously performed the function that is entrusted to the“ tower ”space. In this building, starting in the 1950s, the main areas did not occupy the bookstores, as we might assume, but reading rooms. And people gathered in them not only for working with books – many different events took place there. By and large, at least then there was no such term, but it was a creative space. There were discussions on engineering, inventive, inventive and research issues, creative evenings, career guidance events for schoolchildren and student cabbages were held, ”said Igor Astapov, Deputy Director of the Krasnoyarsk Representation of Norilsk Norikel.
The modern “tower” is designed to continue the tradition, but the emphasis will be shown to creativity, enlightenment, projects of urban changes and bright diverse leisure.
The update of the “Tower”, from the appearance of the plan to the opening, took 7 years. The repair itself started in early 2023. The work was carried out at the means of Norilsk Nickel as part of the implementation of the integrated plan of socio-economic development of Norilsk until 2035.
“The building is an object of cultural heritage of regional significance, it also contains the so-called security objects: caisson ceilings on the fourth and sixth floors, gypsum decorative elements, balusters and much more,” comments the head of the design office for the implementation of comprehensive measures for the development of Norilsk Norickel Vladimir Erokhin.
To restore the lost elements, the designers had to work with the drawings of the 1940s and archival photographs. With their help, it was possible to restore the original appearance of the entrance doors, window openings, stairwells, railing. The updated object was complemented by elements of modern architecture and advanced engineering solutions. The building has updated ventilation, water supply and drainage systems, video surveillance and radioification were organized, air conditioners, monitors and screens were installed, the Internet was held.
“We made an increase in the foundations of the building, replacing the ceilings of the second or third floors with reinforced concrete, injection of brick laying walls with special solutions and updating part of the roof. For example, when replacing ceilings, it was possible to raise materials and beams to the place of work, since it was impossible to do this with the help of technology, ”says Vladimir Erokhin.
To strengthen the walls and supporting structures, the builders used dozens of tons of injection compositions, and the total area on which reconstruction and repairs were carried out exceeded 2.2 thousand square meters. The deadline for the implementation of all planned work was about two years.

The director of the Norilsk development agency Maxim Mironov said that both the residents of Norilsk and experts from other cities who were happy to participate in an interesting project were included in the team of managers of the Tower Managers.
The updated space is now a real city in the city. There is a promenade in the form of covered Boulevard with a walking green zone, cafes, showrooms, locations for meetings and master classes, their own scene, creative workshops. The “tower” placed a screen for film screenings, a platform for chamber concerts and lectures, a library and even a culinary studio. Also in the center there is coworking for freelancers and students, a children's play area, and at once two floors of the “towers” were occupied by the “cuisine of urban ideas” Arn.
“We implemented this project by a single large team, and now the“ tower ”is another example of the courage of Norilchan, the ability to keep the word and great love for the city,” concluded Maxim Mironov.
